- The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World Bank toward the cost of the Lowlands Livelihood Resilience Project Phase II (LLRP- II) and intends to apply part of the proceeds toward payments under the contract for Procurement for the construction of Hula-hulul Water Supply and Sanitation, Installation of Pipe and Electromechanical, Work at Aseliso Woreda.
- Dire Dawa- Lowlands Livelihood Resilience Project Phase II under Dire Dawa Agriculture Water Mines and Energy Bureau now invites sealed Bids from eligible Bidders for the construction of Hula-hulul Water Supply and Sanitation, Installation of Pipe and Electromechanical, Work at Asseliso Woreda.
- The bidders shall furnish the following documents to full fill the eligibility criteria: -
- Renewed Trade license for the Year 2017 EFY, TIN, VAT Registration, and a valid tax clearance certificate issued by the tax authority.
- Audited Financial Report of past three Years (2022 to 2024 GC).
- Letter of Authorized signature (Power of Attorney)
- The bidders shall furnish the following documents to satisfy the post-evaluation criteria:
- Financial Situation and Performance
- The Bidder shall demonstrate that it has access to or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as 25 million ETB.
- The Audited Financial Statement report (Audited by a certified Auditor) for the last Three (3) years shall be submitted and must demonstrate the current soundness of the Bidder's financial position and indicate its prospective long-term profitability.
- Minimum average annual construction turnover of 140 million ETB calculated as total certified payments received for contracts in progress and/or completed within the last three years.
- General Construction Experience: - Experience under construction contracts in the role of prime contractor, JV member at least the last 5 years.
- Specific Construction & Contract Management Experience
- A minimum number of one similar contract specified below that has been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor, or sub-contractor between 1st January 2022 G.C and bid submission deadline: (i) One contract, with a minimum value of 180 million ETB, or (ii) Two contracts, a sum of 180 million ETB.
- Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank's Guidelines: Procurement Regulations for IPF Borrowers-'Procurement in Investment Project Financing, Goods, Works, Non-Consulting, and Consulting Services, dated July 1, 2016' and September 2023 edition (here in after called "Regulation") and 'Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants', dated July 1, 2016 and September 2023 (Anti-Corruption Guidelines); and other provisions stipulated in the Financing Agreements).
- Interested eligible bidders may obtain further information from Dire Dawa Agriculture Water Mines and Energy Bureau/ Dire Dawa Lowlands Livelihood Resilience Project Phase- II Office in the 1st floor Room No. 8 during office hours from 8:00 a.m. to 12:00 p.m. and 2:00 p.m. to 5:30 p.m.
- A complete set of Bidding Documents in English may be purchased by interested bidders on submission of written application at the address below and upon payment of a non- refundable fee of Ethiopian Birr 500, the method of payment will be in the form of cash.
- Bids must be delivered in person to the address below on or before 10th, February, 2025, at 10:00 PM. Electronic and postal bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders' designated representatives and anyone who chooses to attend at the address below on 10th, February, 2025, at 10:30 PM.
- All bids must be accompanied by a bid security ETB 1,000,000.00 (One Million Birr Only) or an equivalent amount in a freely convertible currency in the form of Unconditional Bank Guarantee or CPO in the name of Dire Dawa Lowlands Livelihood Resilience Project Phase II.
- The bid is valid for 90 days. After the bid opening date. The bid security shall be valid for twenty-eight days (28) beyond the end of the validity period of the bid. Finally, the client reserves the right to accept or reject the bid partially or totally.
