The Government of Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of Water Supply, Sanitation and Hygiene Project-Second Urban Water Supply and Sanitation Project (2nd UWSSP) and intends to apply part of funds to cover eligible payments under the contract for construction of Faecal Sludge Treatment Plant (FSTP) for Jigjiga Town.
- The Somali Regional State Water Bureau now invites sealed bids from eligible bidders for the Construction of Faecal Sludge Treatment Plant (FSTP) for Jigjiga Town.
- Bidding will be conducted through the National Competitive Bidding (NCB) procedures as specified in the World Bank's Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers Guidelines for Procurement of Goods, Works, and Non- Consulting Services under IBRD Loans and IDA Credits & Grants, issued by the World Bank in January 2011, revised 2014 "Procurement Guidelines", and is open to all eligible bidders as defined in the Procurement Guidelines, that meet the following minimum qualification criteria. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank's policy on conflict of interest.

- Financial Capabilities
The Bidder's minimum average annual construction turnover should be ETB 640 Million calculated as total certified payments received for contracts in progress and/or completed within the last 5 years as of 1st January 2020, divided by 5 years. If the Bidder is a joint venture (consortium), the average annual turnover of at least one member shall be equivalent to at least, 40% of the requirement and the average annual construction turnover of each of the other partners shall be equivalent to at least 25%, of the requirement.
As documentary evidence of the above-mentioned information, the Bidder shall submit copies of audited financial statement done by the independent auditor for the above-mentioned period.

- Specific Construction Experience with Similar Projects
A minimum number of one (1) similar contracts specified below that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or sub-contractor between 1st January 2020 and bid submission deadline:
- One (1) contract, each of minimum value ETB 430 Millionor
- (ii) Two (2) contracts, each of minimum value ETB 215 Million
The similarity of the contracts shall be based on the following: Construction of Wastewater Treatment plant/Fecal Sludge Treatment plant/Water Supply Treatment Plant with treatment capacity of 175 m3/day.
- Interested eligible bidders may obtain further information from Somali Regional State Water Bureau Second Urban Water Supply and Sanitation Project (2nd UWSSP) Coordination Unit room number 03 and inspect the bidding documents during office hours Monday to Friday 8:30 am to 5:30 pm at the address given below.
- A complete set of bidding documents in English Language may be obtained by interested bidders up on submission of a written application to and upon payment of a non-refundable fee of ETB 1,000.00 (One Thousand) or equivalent amount in a freely convertible currency.
- Bids must be delivered to the above office on or before 17th of April 2025, 10:00 AM. Electronic bidding will not be permitted. Late bids will be rejected.
- All bids shall be accompanied by a bid Security of ETB 3,000,000 (Three Million birr) in the form of unconditional bank guarantee or C.P.O to Somali Regional State, Water Bureau by using the bank guarantee form included in section IV (Bid Form) of the bidding Document.
- Bids will be publicly opened in the presence of the bidders' designated representatives and anyone who choose to attend at the address given below on 17th of April 2025 at 10:30 AM.
- The Somali Region State Water Bureau reserves the right to reject the bid fully or partially.
