Contract Title: Civil Works Construction with Supply & Installation of Pipes & Fittings, and Supply and Installation of Solar PV Pumping system, of Boran Kechi Rural Water Supply Project.

1. The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Water Supply and Sanitation Project, and intends to apply part of the proceeds toward payments under the contract of Civil Works Construction with Supply & Installation of Pipes & Fittings, and Supply and Installation of Solar PV Pumping system, of Boran Kechi Water Supply Project (RPS) found in Ale woreda of Ilu Abba Bora Zone.
2. The Oromia Water and Energy Bureau now invite sealed Bids from eligible Bidders for procurement of the above captioned bid.
3. Bidding will be conducted through National competitive procurement using a Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers" July 2016, revised November 2017 and August 2018 ("Procurement Regulations"), and is open to all Bidders as defined in the Procurement Regulations.

Margin of domestic preference is not applicable.

4. Key Qualification Requirements are:

• Financial Capability: The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as ETB 13 million for the subject contract(s) net of the Bidder's other commitments
• Peak annual construction turnover: The Bidder shall demonstrate a minimum annual construction turnover of ETB 40 million calculated as total certified payments received for contracts in progress and/or completed within the last 5(five) years.
• Specific Construction: - The Bidder shall demonstrate that it has successfully completed:(i) (one) contract within the last 5 (five) years prior to bid submission deadline with a value of at least ETB 21 million that have been successfully and substantially completed and that are similar in nature and complicity to the assignment under the contact supported with the names of the client, types and value of the contract. There are also additional requirements provided in the bidding document.

5. Interested eligible bidders may obtain further information from Water Development Commission and inspect the bidding documents during office hours 8:30 AM to 5:00 PM Local time at the address given below.
6.  A complete set of bidding documents in English Language may be purchased by interested bidders up on submission of a written application to and upon payment of a non-refundable fee of ETB 800.00 (Eight hundred only). The method of payment will be direct cash payment to the counter cashier at the Oromia Water and Energy Bureau.
7. Bidders are required to attach with their bid a copy of their renewed business license, competence certificate in the sector of water works, VAT certificate, Tax clearance certificate, and Tax Identification Number (TIN).
8. Bids must be delivered to the address below on or before July 15, 2025 at 14:00 hours (2:00 PM). Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders' designated representatives and anyone who choose to attend at the address below on July 15, 2025 at 14:30 hours (2:30 P.M).
9. All bids must be accompanied by a Bid Security of ETB 260,000.00 (ETB Two Hundred Sixty Thousand) or in freely convertible Currency from a reputable source from any eligible country in the form of unconditional Bank Guarantee from recognized Banks using the form in Section 4 of the bidding document or in the form of Cashier Payment Order (CPO).
