The Development Expertise Center (DEC) is a national Civil Society Organization (CSO) established in 2007 and re-registered in May 2019 under the new Authority for Civil Society Organizations Proclamation of the Federal Democratic Republic of Ethiopia, with registration number 0009. DEC's mission is to contribute to national development efforts through integrated, decentralized, and sustainable program interventions. The organization envisions all children and youth achieving well-being and development.

Bid Requirements
- Interested bidders may collect detailed specifications and quantity lists from the DEC Coordination Office.
- Bidders must have a valid and renewed business license for the current Ethiopian fiscal year.
- Only VAT-registered suppliers are eligible to participate.
- Prices must be inclusive of VAT.
- Late bids will not be accepted.
- Bids with specifications below or above the stated requirements will be automatically rejected.
- unrenowned licenses will not be accepted.
- Prices must be submitted strictly using the DEC bid format.
- DEC reserves the right to reject any or all bids without providing reasons.
Bid Submission and Opening
- Bid submission period: November 09, 2025-November 15, 2025
- Bid opening date: November 17, 2025, at 10:30 a.m. (4:30 local time)
- Venue: DEC Coordination Office
