Invitation to National

1. Ethio-Djibouti Standard Gauge Railway Share Company (EDR) would like to invite interested and qualified bidders for the procurement of System Development Service Specified in the Lots mentioned below; -

2. The bid security shall be in the form of a Cash Payment Order (CPO) or unconditional bank guarantee in the Name of "Ethic-Djibouti Standard Gauge Railway Share Company", enclosed in a separate envelope and presented inside the original technical proposal of the bid document envelope, valid at least for 90 days.
3. Bidding will be conducted in accordance with the open National competitive tendering procedures contained in the Public Procurement Proclamation of the Government of the Federal Democratic Republic of Ethiopia and EDR procurement Directives, and bidders from eligible source countries.
4. Interested eligible bidders may obtain further information from EDR and inspect the bidding document at the address given below at 11 (a) from 8:30 am to 5:30 pm.
5. A complete set of bidding documents in English may be purchased by interested bidders at the address given below at 11 (a) upon payment of a non-refundable, fee of 3,000 Birr for the bid. The method of payment will be in cash.
6. Bid must be delivered to the Address below at 11 (b) or before 2:00 PM on January 20, 2025. All bids must be accompanied by a bid security in the form of CPO or an Unconditional Bank guarantee from a recognized Ban and/or a counter guarantee from the Commercial Bank of Ethiopia. Bids will be opened in the presence of the bidders' representatives who choose to attend at the address below at 10 (b) at 2:30 PM on January 20, 2025.
7. The winning bidder shall present a 10% performance bond in the form of CPO or an unconditional bank guarantee in ETB,
8. Technical and Financial Bid Documents must be submitted in separate envelopes; otherwise, the submitted documents will be rejected from the bid at the preliminary stage.
9. Bidders may apply for one or more lots. The bid price and bid security shall correspond to the number of lots for which the bidder submits an offer.
10. All bidders should adhere to the rules and regulations stated in the bidding documents; otherwise, they would not be considered for evaluation.
11. (a) Documents will be issued at the "Ethio-Djibouti Standard Gauge Railway Share Company (EDR), Furi Lebu Station; Tendering and Contracting Denntment Room No. 110.
12. (b) Bid must be delivered to "Ethio-Djibouti Standard Gauge Railway* Share Company (EDR), Furi Lebu Station, and OCC Building Room No. (005 (Meeting Room).
13. EDR reserves the right to accept or reject any part or all bids without assigning any reason what so ever.
