1. 1. 1. Background >The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World Bank toward the cost of the Ethiopia Food System Resilience Program (FSRP) and intends to apply part of the proceeds toward payments under the contract for Strengthening the Diagnostic, Surveillance, and Service Delivery Capacity of the Dire Dawa Regional Veterinary Laboratory and Other Animal Health Directorates (AI, CAHWs & Clinics) for Dire Dawa Woreda through a Request for Quotation (RFQ).
      2. Invitation>The Dire Dawa Administration Agriculture, Water, Mines & Energy Bureau FSRP Program now invites qualified. and eligible bidders to submit bids for the supply of industrial Laboratory, Al, CAHWs and Animal Health Clinice and Medical Equipment materials for the Animal Health Directorate for the 2018 Fiscal Year under the Food System Resilience Program (FSRP) Coordination Office Budget for dit planned activities procurement of the following goodes. Lot 1: Procurement of Laboratory Equipment for Dire Dawa Regional Veterinary Laboratory Lot 2: Procurement of Artificial Insemination (Al) Equipment for Dire Dawa Woreda Lot 3: Procurement of Community Animal Health Workers (CAHWS) Equipment for Dire Dawa Woreda Lot 4: Procurement of Animal Health Clinic Equipment for Dire Dawa Woreda

Bidders may not sulumit bids for one or more lots.

• 1. 3. Eligibility Requirements >Bidders shall submit the following documents to fulfill eligibility requirements:
• A Valid & Renewed Business License for the Year 2018 EFY indicating the relevant business stream.
• TIN Certificate >VAT Registration Certificate >Valid Tax Clearance Certificate issued by the appropriate tax authority
• Letter of Authorized Signatory (Power of Attorney)>Bidders must submit Copy of official letters of satisfactory for past performance or completion certificates issued by public or NGOs, Programs or Project clients, demonstrating suconssful supply of similar goods.>Failure to provide acceptable evidence of past performance may lead to disqualification from the bidding process

Bid Requirements:> Bidders must be able to supply the requested goode according to the specified type and quality.>Delivery shall be made at the bidder's expense to the Dire Dawa Administration Agriculture, Water, Mines & Energy Bureau Procurement, Finance and Property Administration Directorate/FSRP Section Warehouse within 20 days from the date of signing the contract.>Each bid must be accompanied by a Bid Security of ETB 50,000.00 (Fifty Thousand Birr) per lot.>A Total bid security for four lots of ETB 200,000.00 (Two Hundred Thousand Birr) is required, in the form of an unconditional bank guarantee or certified payment urder (CPO).>Bid security shall be in the form of an Unconditional Bank Guarantee or CPO in favor of: Dire Dawa Administration Agriculture, Water, Mines & Energy Bureau/FSRP.>The bid security must be valid for 28 days beyond the bid validity period.
     5. Bid Validity >Bids Price Must Shall remain valid for Sixty (60) days from the date of bid opening.
     6. Procurement Method >Bidding will be conducted through a Limited Market Approach, in accordance with the World Bank's Procurement Regulations for IPF Borrowers-Procurement in Investment Project. Financing (Goods, Works, Non-Consulting and Consulting Services), Fifth Edition, revised September 2023. The bidding is open to all eligible bidders as defined in the Procurement Regulations.
     7. Access to Bidding Documents>Interested eligible bidders may obtain further information from and inspect the bidding documents at: Dire Dawa Administration Agriculture, Water, Mines & Energy Bureau Procurement, Finance and Property Administration Directorate/FSRP Office. Office hours:>Monday Thursday: 8:30 AM-12:30 PM and 1:30 PM-5:30 PM Friday: 8:30 AM-11:30 AM and 1:30 PM-5:30 PM

B. Purchase of Bidding Documents >The Bidding document in English may be purchased upon submission of a written application and payment of a non-refundable fee of ETB 200.00 (Two Hundred Birr) per lot. Payment shall be made in cash or cashier's check during affice hours at the address below.

Submission and Opening of Bids>Bid submission deadline January 07, 2026 at 10:00 AM >Bids must be delivered in person to the address below.>Electronic and postal submissions not permitted.>Late bids will be ejected. Bide will be publicly opened in the presence of bidders" designated representatives and any interested parsons or invited observers. On >It will be opened at 4:30 am on the 15th day in the presence of the bidders or their legal representatives.>January 07, 2026 at 10:30 AM Bids shall be submitted in separate sealed envelopes clearly marked as:>The original and each copy of the bid must be enclosed in separate sealed envelopes marked "ORIGINAL" and "COPY". For Technical bid & Financial Bid. Each envelope must be wax-sealed, signed, and stamped, and clearly indicate the Name.
      9. Award Procedure:> The successful bidder will be selected by Lump Sum Method or Least Cost of All Lote.>The Dire Dawa Administration Agriculture, Water, Minem & Energy Bureau/FSRP the Authority reserves the right to accept ur reject any hid wholly or partially, if a better alternative is identified.
