INVITATION TO RE-BID

The Amhara National Regional State, represented by the Amhara Road, Transport and Logistics Bureau (ANRS RTLB), has received financing from the World Bank toward the cost of implementing the Rural Connectivity for Food Security Project (RCFSP), It intends to apply part of the proceeds of this financing to eligible payments under contracts for the construction of DC2 Gravel New Road Works.

This Invitation to Re-Bid is issued following the cancellation of the previous bidding process.

Accordingly, the Amhara Road, Transport and Logistics Bureau (ANRS RTLB) hereby invites sealed re-bids from eligible and qualified bidders for the execution of the DC2 Gravel New Road Construction Works for the projects listed below, in accordance with the requirements and conditions specified in the bidding documents.

1.     The ANRS Road bureau now invites bidders to submit sealed bids for providing the necessary labor, material and equipment for the above DC 2 Gravel new Road Construction Works project

2.     Interested bidders shall submit the following evidence: Certificate of Registration from Ethiopia Construction Authority or ANRS Urban Infrastructure Bureau with the Grade IV and below GC or RC Categories renewed for 2018 EFY and appropriate documentary evidences the bidder's compliance, which shall include:

I.                    Trading /Business License renewed for 2018E.0 by the competent authorities

II.                 TIN and Vat registration certificate

III.               Tax clearance certificate issued from the tax Authority (Inland Revenue Authority) which allows the bides to participate in public tenders at the date of the deadline for hid submission

IV.              Grade IV and below GC or RC categories relevant Professional practices certificate renewed for at least 2018 E.C: from authorized bodies.

V.                 Evidence of/Being/registered supplier in the list of the mandated Public Body, i.e. Public Procurement and propriety Administration Agency

3.     Bidding will be conducted through National competitive bidding and extended to all eligible bidders as specified and defined in the bidding document.

4.     Interested eligible bidders may acquire additional information and examine the bidding document at the specified location during working days.

A complete set of bidding documents prepared in the English language may be acquired by interested bidders for a non-refundable fee of ETB 1000 (ETB: One thousand). The payment method accepted is in cash. 5.     Bidders are required to submit two envelopes containing the "Technical Qualification information and bid security" in one envelope, and the "Financial bid" in a separate envelope, both of which should be securely sealed within an outer envelope.

6.     Evaluation is to be carried out in two stages, Qualification Information first and Financial Bids of qualified Bidders next

7.     Each Bids must be accompanied by a tender security in the form of a Cash Payment Order (CPO) or an Unconditional Bank Guarantee of ETB 500,000.00 (ETB: fifty hundred thousand) for each individual package. Tardily submitted proposals will not be considered. The qualification details and tender securities of the prospective bidders shall be unveiled in the presence of bidders or their representatives, should they choose to attend, at the designated address provided below.

8.     Bid documents shall be submitted to ANRS Road, Transport and logistical Bureau Rural connectivity for food security project coordination, Office No 006 P.O.BOX 382 Bahir dar Ethiopian Tel. +251-058-226 21-36 Fax +251-058-222-18-82 on or before 21 calendar days from the first advertisement at 2:00 PM and shall be publicly opened at 21st calendar day starting from first advertisement date at 2:30 P.M. If the opening date lies on a non- working day, it will be shifted to the next working day. of call

9.     Amhara Road, Transport and logistics Bureau reserves the right to accept or reject any or all bids.
