1.      The Oromia Regional State through the Government of Ethiopia has received loan/grant from differentfinancers towards the cost of the Water Supply, Sanitation & Hygiene project and it intends to apply part of funds to cover eligible payments under the contract for procurement of Geophysics Instruments.

2.      The Water, Mineral &Energy Bureau now invites sealed bids from eligible bidders for the supply and delivery of:

2. Bidding will be conducted through the International Competitive Bidding (ICB) as specified in the World Bank's Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011("Procurement Guidelines"), and is open to all eligible bidders as defined in the Procurement Guideline. Bank policy requires that a firm participating in a procurement process under Bank-financed projects shall not have a conflict of interest.  In addition, please refer to paragraph 1.6 and 1.7 setting forth the World Bank's policy on conflict of interest." "IDA Guidelines" with "Guidelines for Procurement of Goods, Works, and Non-consulting services under IBRD Loans and IDA Credits and Grants By the World Bank Borrowers January 2011." Any firm found to have a conflict of interest shall be ineligible for award of a contract.

3. Interested eligible bidders may obtain further information from and inspect the bidding documents at the office of Oromia Regional Water, Mineral, and Energy Bureau, WaSH Program Coordination Office, around Olympia next to Admas University, 2nd floor, room No. 208, Tel. no. 011 557 1306/1278, Fax: 011 557 1298/99, P.O. Box 8630, Addis Ababa/Finfinne.

4. A complete set of bidding documents may be purchased by interested bidders on the submission of a written application to the above and upon payment of a non-refundable fee of ETB 400.00 (ETB Four Hundred) or equivalent amountin a freely convertible currency. Local bidders are required to attach with their application, a copy of their renewed trade licenses, VAT Certificate, Tax Clearance Certificate and TIN.

5. Bids must be delivered to the above office on or before 2:00 p.m. on July 30, 2015. Electronic bidding will not be permitted.

6. Bids must be accompanied by a bid security of not less than ETB 190,000.00 of the bid price in the form of Bank Guarantee & Cash Payment Order (CPO) to Oromia Water, Minerals & Energy Bureau.

7. Bids will be publicly opened in the presence of the bidders' designated representatives and anyone who choose to attend at 2:30 p.m. on July 30, 2015 at the WaSH Program Coordination Office, around Olympia nextto Admas University, 3rd floor, room no. 301, Addis Ababa/Finfinne. Late bids will be rejected. 8. The Bureau reserves the right to reject all or part of the bid.­
