The Federal Democratic Republic of Ethiopia, Ministry of Finance (MoF), has received financing from the World Bank toward the cost of Ethiopia Digital ID for Inclusion and Services Project.  National ID Program, the ultimate project implementer intends to apply part of the proceeds for selecting of Consulting Firm for supervision of Office Renovation Works.

National ID Program as part of the project implementation program is looking for Supervision Consultant that supports the NIDP.

Experienced consulting Firms who have considerable experience are invited to express their interest for the assignment.

Objectives of the Assignment

The objective of this consultancy is to provide technical supervision, quality assurance, contract management, and overall support to the Client in overseeing the renovation works.

The primary objective of this consultancy service is to ensure that the furniture supply, office renovation, and installation work meet the expectations and requirements set by NIDP. The consultant will provide regular project monitoring, quality control, and assurance services to ensure that both firms—the contractor responsible for interior fit-outs and the firm supplying office furniture—are adhering to the specifications, timelines, and budgetary constraints.

The consultant will act as an intermediary between the NIDP and the contractors to facilitate smooth communication, resolve disputes, and ensure the project's progress as planned. The consultancy firm will ensure that the office furniture installations align with NIDP's ergonomic standards, enhancing employee productivity and comfort. Moreover, the consultant will work closely with both contractors to ensure that the interior design meets the functionality, aesthetic, and operational goals of NIDP’s expansion. The consultant’s role is crucial to ensuring that quality control is maintained throughout both projects, mitigating risks associated with delays, cost overruns, and poor-quality work.

The Consultant will act on behalf of the Client to ensure that the contractor adheres to the design, technical specifications, drawings, timelines, and contractual obligations.

Scope of Services

The Consultant will be responsible for the following tasks:

Construction Supervision

• Monitor construction progress and ensure adherence to design and technical specifications.
• Conduct regular site inspections and supervise day-to-day construction activities.
• Ensure quality control by verifying materials, workmanship, and equipment used.
• Review and approve shop drawings and material submittals.
• Monitor compliance with occupational health and safety standards.
• Oversee implementation of environmental and social safeguards
• Maintain detailed site records including site instructions, logs, test results, and progress reports.
• Certify interim payment certificates and recommend payments to the contractor.

Contract Administration

• Monitor contractual compliance and advise on necessary variations and change orders.
• Assist in resolving disputes and technical issues that arise during the works.
• Provide monthly progress reports, including photographs, key issues, risk analysis, and updated timelines.
• Participate in site meetings and report on contractor performance.

Post-Construction and Close-Out

• Supervise commissioning and handover of completed works.
• Prepare snag lists and oversee rectification of defects during the defects liability period.
• Certify the final payment and issuance of completion certificates.
• Prepare the final supervision report.

Duration of the Assignment

The expected duration of the consultancy services is 6 months, including defects liability period and post-completion.

The National ID Program now invites eligible firms to submit proposals for providing consulting services under the Quality and Cost-Based Selection (QCBS) method. Interested firms should submit their expression of interest that shows their Core Business and year in Business, Experience in the Specific Assignment and General Qualifications and number of Key Staff, Technical and Managerial Organization of the Firm.

The attention of interested firms is drawn to Sections III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers,” July 2016 (“Procurement Regulations”), revised November 2017 and August 2018, which outline the World Bank’s policy on conflict of interest.

The consulting firm will be selected in accordance with the QCBS method as outlined in Section VII, paragraphs 7.3 and Annex XII of the Procurement Regulations.

Interested Service Providers firm should provide information demonstrating that they have the required qualifications and relevant experience in the area. Service providers firms may include any relevant information that may indicate their experience and relevance for the assignment. This may include: Business license and related documents, company profile showing years of experience in the business, description of similar assignments, experience in similar conditions, technical and managerial organizational structure of the firm, number of  key staff, availability of appropriate skills among staff, general qualification, etc.

The following criteria will be used to assess the Expression of Interest documents;

• Core Business and Years in Business. The Firm should have been in Core business for at least 10 years;
• Specific Experience in supervision works and experience in similar conditions. 
• Technical Capability and Managerial Organization of the Firm; and
• General Qualifications and number of Key Staff as well as availability of appropriate skills among staff necessary for successful implementation of the assignment (no need to provide CVs at this stage).
