Assignment Title: Environmental and Social Impact Assessment (ESIA)
- The Government of the Federal Democratic Republic of Ethiopia (hereinafter called “Borrower”) has received for financing from the World Bank[1] (the “Bank”) in the form of a “credit” (hereinafter called “loan”) toward the cost of Access to Distributed Electricity and Lighting in Ethiopia (ADELE) Project and intends to apply part of the proceeds for consulting services of Consultancy for Environmental and Social Impact Assessment and Resettlement Plan. The ETHIOPIAN ELECTRIC UTILITY now invites eligible consulting INDIVIDUAL (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
- The short listing criteria are:
The individual consultants should be familiar with the Power/ Energy sector assessments and shall possess the following qualifications:
i) The individual consultants should be familiar with the electric sector assessments and shall possess the following qualifications:
i) Registered in Ethiopia and in good legal status recognized by the Ethiopia Government, enabling the organization to perform the tasks mentioned above
ii) Demonstrated experience of organizing large scale household surveys and SIA studies and social management plan preparations within the past ten years);
iii) Demonstrated capacity and experience in planning and organizing survey logistics;
iv) Good network of experienced enumerators, supervisors, and data entry clerks; and
Should Demonstrate strong capacity in data management and statistics.
The estimated key consulting service requirements for performance of the services specified in the scope of work for Addis Ababa distribution and rehabilitation project (ADELE) component are indicated below.
- The individual consultants shall get consultancy license from the EPA.
- The individual consultants shall Preferably PhD. Master’s and Bachelor of degree on Environmental engineer(science, management or study) and related disciples for environmental consultancy service, and Sociology, Social Study, Social works, Social anthropology and related disciples for social consultancy service with a broad range of 10 years’ experience.
- A good knowledge with and experience in developing/preparation/ of Environmental and Social Impact Assessments (ESIA) and Environmental and Social Management Plans or framework (ESMP/ESMF), Environmental Management Frameworks (EMF), documents of related to infrastructure for WB, AfDB or other donor funded projects, and monitoring, evaluation and conformity assessment and working with vulnerable groups and affected communities.
- Experience of Developing Gender-based violence (GBV), Labor management Procedure, Stakeholder engagement Plan, and gender issues, etc. is a plus.
- Experience in data analysis, both quantitative and qualitative is essential.
2. Required number of the individual consultants
The number of required individual consultants is 1 for social consultancy service
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: Consultants may associate with other persons in the form of team to enhance their qualifications.
A Consultant will be selected in accordance with the CS method set out in the Consultant Guidelines.
The proposed subproject is expected to have risks and impacts on the human safety and social wellbeing and welfare and environment as well. Thus, in order to identify the socioeconomic and receiving biophysical and environment, avoid/reduce the risks/impacts, analyses different technical and design alternatives and design mitigation and management plans the proponent/EEU needs to prepare an Environment and Social Impact assessment (ESIA) following the new World Bank (WB) Environmental and Social Framework (ESF) and relevant national requirements.
