UNICEF has now issued a Request for Proposals in order to select a service provider to conduct the Roll out of UNICEF’s Social Protection Advocacy Strategy Framework in Sub-Sahara Africa. The overall purpose of this work is to facilitate strategic and impactful social protection advocacy by UNICEF Country Offices (COs). The overall change this advocacy aims to contribute to, is an increased acceptability by governments of social protection as a key tool for both development and economic growth and a subsequent increase in sustainable national investment in social protection – as reflected in rising social protection coverage and adequacy. Additionally, beyond policymakers, the advocacy aims to spur demand for rights-based social protection by citizens and the public. The specific objectives are the following: 1. Facilitate the process of developing a social protection advocacy strategy for 6 UNICEF COs, based on the Social Protection Advocacy Strategy Framework. 2. Support the same COs with the initial roll-out of their social protection advocacy strategy. 3. Capture and document learnings from the strategy development process and the initial roll-out phase and disseminate learnings among other UNICEF COs in sub-Sahara Africa. 4. Based on the learnings, incorporate revisions into the SP Advocacy Strategy Framework and accompanying materials. This tender will be run through the UNICEF e-submissions system. Please note that in order to access the tender documentation through UNICEF’s e-submissions system, vendors must: (i) be registered with UNICEF in UNGM as a company/NGO; (ii) have successfully completed all mandatory information currently required by UNGM when registering. Please ensure that any files submitted as part of your Bid are not corrupt or damaged in any way. Please exercise particular caution when using compressed files. Any corrupt or damaged files may lead to your Bid being invalidated. All vendors are strongly recommended to regularly log in to the UNICEF e-submissions system to check for any deadline extensions, new clarifications, new correspondence or updated tender documents relating to this tender.
