FinancialQualification
- •Financial Resources:
The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the cash flow requirements, estimated as 40,000,000.00( forty Million ETB) net of the applicant’s commitments for other contracts in the form of unconditional lines of credit, addressed the employer, and stating title and procurement reference No of this procured project. N.B. the word Unconditional is mandatory in the subject and in content of the letter.
(Ref: 04) - •Annual Turnover:
The Peak Annual turnover minimum of ETB 287,504,388 (peak of the past 5 years) calculated as the total certified payments received in progress or completed within the last 5 years.
Letter from Revenue Authority must be attached (mandatory). The public body will verify the legitimacy of the letter by communicating the tax authority officially or using any other means.
(Ref: 04) - •Historical Financial Performance:
Submission of audited balance sheets and other financial statements as required in the BDS Clause 17, for the past 5 ( five) years to demonstrate the current soundness of the Bidder's financial position and its prospective long-term profitability.

LegalQualification
- •valid business license : Bidder has to submit valid business license indicating the stream of business in which the Bidder is engaged, in accordance with ITB Clause 4.5(b)(i); (Ref: ITB 37.2)
- •JV agreement: In the case of a bid submitted by a Partnership, Consortium or a joint venture (JV), the Bidder has to submit the Form Data on Partnership, Consortium or Joint Ventures, the Agreement governing the formation of joint venture, or letter of intent to form Partnership, Consortium or Joint Venture, including a draft agreement, in accordance with ITB Clause 4.1. (Ref: ITB 37.2 (i))
- •valid tax clearance certificate : Bidder has to submit a valid tax clearance certificate issued by the tax authority in accordance with ITB Clause 4.5(b)(iii). (Ref: 37.2(h))
- •VAT registration certificate: Bidder has to submit VAT registration certificate issued by the tax authority (in case of contract value specified in BDS Clause 4.5(b)(ii)), in accordance with ITB Clause 4. 5(b)(ii).; (Ref: ITB 37.2(g))
- •Debarment: Bidder has not been debarred by a decision of the Public Procurement and Property Administration Authority from participating in public procurements for breach of its obligation under previous contracts, in accordance with ITB Clause 4.3; (Ref: ITB 37.2(e))
- •Nationality: Bidder does have nationality in accordance with ITB Clause 4.2. (Ref: ITB 37.2(a))

TechnicalQualification

Bidder has failed to provide in the Bidder Certification of Compliance Form information about contracts similar to the proposed Works in the number, value, and period

Exactly as in the financial proposal without prices.
(Ref: 04) - •Tender Specific Manufacturer Authorization Form (MAF):
Must be submitted for the proposed main components products and solutions. MAF and collaboration shall be subjected to confirmation by the manufacturer.

Bidders should conduct site survey to provide appropriate solution and should get final approval from AKU ICT. The site survey is mandatory and will be conducted at the University as per the request of the University ICT Directorate.

Data sheet of the hardware and software components in the project.
(Ref: 04) - •Important Note:: Bidders are expected to carefully see and submit the technically admissibility criteria on the bidding document · As the project is on the turnkey basis, partial offer will be automatically rejected. · The winner will be determined according the grand total of price but only if the provider meets the minimum technical requirements. · Consider as a set (including all minimum requirements for the solution). Any missed item for the solution is the responsibility of the winner. · The winner is expected to conduct the installation as per the request of the university. (The winner is responsible to install all the listed items as per the request of the University) · Bidders should conduct site survey to provide appropriate solution and should get final approval from AKU ICT. The site survey (mandatory) will be conducted at the University as per the request of the University ICT Directorate. · The on-factory training should be conducted ahead of material delivery to the university · The Company must be assigned a double-cap car under the project to ensure and provide efficient service to the project implementation. The cabin needs to give service to the ICT Staff. · Failed to submit renewed trade license, business registration certificate, VAT, TIN and tax clearance certificate will lead to rejection; · If a bidder fails to meet any Mandatory or Mustmet Criteria, they shall not proceed to the financial evaluation stage. Clearly state that management and advanced technical training shall be conducted at the OEM factory or authorized training center, where applicable and include , date, certification type, Professional exam Voucher · Ensure any replacement staff possess equal or higher qualifications, subject to ICT Directorate approval (Ref: 04)
- •Specific Experiance:
For Local bidders:- As a Contractor, Sub contractor and Joint Venture One similar Project within the last Ten (10) years (2009-2018) EC or (2017-2026) G.C, with one similar contract project a value of ETB 279,518,156 ,with two similar contracts project 139,759,078 or three similar contracts with a value of at least ETB 93,172,720 , that have been successfully and substantially completed (70% completed).
Supporting evidence letter for satisfactory performance from the employer which clearly mention the project amount, commencement date, project duration, completion date, timely performance and quality Performance are mandatory and must be attached. All documents attached must be authenticated.
In addition, the bidder must present contract agreement (form of agreement) and recent payment certificates.

- •CVs of the Professional staffs: NB: Attach relevant certificates of the project manager, technical manager and technical experts (CV and credentials) the ICT evaluation team will verify the attachment CV, Credentials and Certifications. Team structure and responsibility matrix should be clearly stated. (Ref: 04)

Minimum of 5 Technical Engineers/Experts:
Highly skilled, experienced in ICT project implementation and they must be certified. The technical engineers/experts must have minimum of different types of 2 high level ICT certifications related to the indicated project.

1. Minimum of 1 Project Manager:Highly skilled and certified in project management and experienced in ICT infrastructure implementation. Must have minimum Relevant certifications PMP, ITIL, PRINCE & related (Each needs at least 1 of these certifications). At least 4 or more years of experience in project management.

Minimum of 1 Technical Manager:
Highly skilled and certified in project management and experienced in ICT infrastructure implementation. Must have minimum of 4 different types of high-level ICT certifications related with this project.
