LegalQualification
- •valid business license : Bidder has to submit valid business license indicating the stream of business in which the Bidder is engaged, in accordance with ITB Clause 4.5(b)(i); (Ref: ITB 37.2)
- • Beneficial Ownership Disclosure Form : In case of Partnerships, Consortium or Joint Ventures, the bidder submit a separate Beneficial Ownership Disclosure Form for each member; disclose at least one of the following: -1) Directly or indirectly holding 10% or more of the shares.2) Directly or indirectly holding 10% or more of the Voting Rights or3) Directly or indirectly having the right to appoint a majority of the board of Directors or an equivalent governing body of the consultant or4) Whether a person directly or indirectly exercises significant influence or control over the Company (tendered) (Ref: ITB 37.2(k))
- •Nationality: Bidder does have nationality in accordance with ITB Clause 4.2. (Ref: ITB 37.2(a))
- •conflict of interest: Bidder is not found to have a conflict of interest as described in ITB Clause 6; (Ref: ITB 36.2(b))
- •Debarment: Bidder has not been debarred by a decision of the Public Procurement and Property Administration Authority from participating in public procurements for breach of its obligation under previous contracts, in accordance with ITB Clause 4.3; (Ref: ITB 37.2(e))
- •Business organization Registration certificate: Bidder has to submit business organization registration certificate in accordance with ITB Clause 4.5(c). (Ref: ITB 37.2(f))
- •VAT registration certificate: Bidder has to submit VAT registration certificate issued by the tax authority (in case of contract value specified in BDS Clause 4.5(b)(ii)), in accordance with ITB Clause 4. 5(b)(ii).; (Ref: ITB 37.2(g))

FinancialQualification
- •Annual Turnover:
The Peak annual turnover calculated as total certified construction work payments received for contracts in progress or completed within the past Five years is ETB 51,6000,000.
(Ref: ITB37.5(d)) - •Historical Financial Performance:
Submission of audited balance sheets and other financial statements as required in the BDS Clause 17, for the past Five (5) years (2013 E.C to 2017 E.C) to demonstrate the current soundness of the Bidder's financial position and its prospective long-term profitability.

The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the cash-flow requirement.

TechnicalQualification
- •Bidder Certification of Compliance Form:
Bidder has to provide in the Bidder Certification of Compliance Form information about contracts similar to the proposed Works in the number, value, and period

General experience in Construction Sector as Contractor, Subcontractor and Joint Venture Minimum Five(5) years' experience,
(Ref: ITB 37.4) - •History of non-performing contracts:
Non-performance of a contract did not occur within the last three (3) years prior to the deadline for Bid submission, based on all information on fully settled disputes or litigation. A fully settled dispute or litigation is one that has been resolved in accordance with the Dispute Resolution Mechanism under the respective contract, and where all appeal instances available to the bidder have been exhausted
(Ref: ITB 37.4(d)) - •Pending litigation:
All pending litigation shall in total not represent more than thirty percent (30%) of the Bidder’s net worth and shall be treated as resolved against the Bidder.

ProfessionalQualification
- • professional practice certificates: Bidder has to submit relevant professional practice certificates, if required in BDS Clause 4.5(b)(iv). (Ref: ITB 37.3(a))
- •information related to its professional qualification and capability: Bidder has to provide in the Bidder Certification of Compliance Form information related to its professional qualification and capability for the period specified in the BDS Clause 15.1; (Ref: ITB 37.3(b))
- •personnel for the key positions:
Bidder has to demonstrate in its Technical Proposal that it will have the personnel for the key positions that meet requirements
