መስሪያ ቤቱ ጨረታውን ሙሉ በሙሉ ወይም በከፊል የመሰረዝ መብቱ የተጠበቀ ይሆናል፡፡ በዋጋ ማቅረቢያው የሚወዳደር ማንኛውም ድርጅት ባህር ዳር የሆነ ወይም ህጋዊ ተወካይ ባህር ዳር ያለው መሆን ይጠበቅበታል፡፡ አሸናፊ የሚሆን ድርጅት አቅርቦቱን ባህር ዳር ዩኒቨርስቲ ህክምናና ጤና ሳይንስ ኮሌጅ በራሱ ትራንስፖርቱ ንብረት ክፍል ድረስ የማቅረብ ግዴታ ይኖርበታል እንዲሁም በጨረታ የሚሳተፍ ማንኛውም ድርጅት ዩኒቨርሲቲው ባዘጋጀው ስፔስፊኬሽ መሰረት ብቻ ማቅረብ የሚችል ነው፡፡
