ADVERTISMENT FOR CONSULTANCY SERVICE
EXTERNAL EVALUATION
The Ethiopian Orthodox Church Development and Inter- Church Aid Commission (EOC-DICAC), Refugee and Returnee Affairs Department (EOTC-DICAC/RRAD) invites qualified, reputable and experienced consultants to conduct an External Evaluation of 'Mignote' (Aspiration) Project - Component 1, First Phase (September 2024 - August 2026), funded by the Embassy of the Kingdom of the Netherlands.
Assignment Overview
§ Purpose: Independent, participatory evaluation against relevance, effectiveness, efficiency, impact and sustainability (OECD-DAC criteria).
§ Location: Addis Ababa - Nefas Silk and Lemi Kora Sub-cities.
§ Duration: Approximately 45 working days over 3 months (September - November 2026).
§ Target population: 500 households (~2,500 individuals) out-of-camp refugees and host communities. Details of requirements are provided in the ToR.
Minimum Qualifications
§ Minimum of five years' company experience in evaluating development and humanitarian programs in NGO context, preferably livelihoods and displacement-affected populations; Experience of Evaluating a Graduation Approach is desirable.
§ Proven expertise in mixed-methods evaluation, gender-sensitive and participatory approaches, and application of OECD-DAC criteria.
Required Application Documents
§ Financial Proposal: detailed budget in Ethiopian Birr, inclusive of all applicable taxes.
§ Supporting documents: renewed trade license, registration certificate, tax clearance certificate, and samples of at least two previous evaluation reports.
§ All interested and eligible bidders can obtain the bid document or Terms of Reference (TOR) which should be signed and stamped from the EOC - DICAC /; Refugee and Returnee Affairs Department: The office is located at 5 Kilo, in front of the National Museum during office working hours.
Submission Instructions
Interested and qualified applicants are required to submit sealed, signed and stamped Technical and Financial Proposals in separate envelops together with resume and all relevant credentials, accompanied by 2% of the quoted price (including VAT) in the form of a CPO from a recognized bank on or before the 10th day (due date 25/08/2026) from the date of this advertisement on newsletter.
EOTC-DICAC reserves the right to reject any or all bids, fully or partially.
