INVITATION TO TENDER FOR CONSULTANCY SERVICES FOR THE DEVELOPMENT OF STANDARD OPERATING PROCEDURES (SOPS) INTEGRATING ISO/IEC 17025 AND ISO 35001 STANDARDS FOR JINKA REGIONAL VETERINARY LABORATORY

VSF Germany, is an International Non-Governmental Organization, invites interested consultancy firms to provide consultancy Services to develop Standard Operation Procedures (SOP) for Jinka Regional Veterinary Laboratory.
- Potential consultancy firms who are eligible to prepare the required Standard Operating Procedures (SOP) for the Regional Veterinary laboratory are invited to participate in the bid. To ensure quality control, sub-contracting out this assignment is strictly forbidden. Comprehensive specifications of the assignment are detailed in the Terms of Reference (ToR).
- Potential Firms are expected to submit technical and financial offers as one document but in a Separate envelope for original and copy documents.

- Tendering will be conducted through open local tender procedure
- Terms of Reference (ToR) for the assignment can be obtained from VSF-Germany Country Office located in Addis Ababa, Yeka Sub City, Woreda 7, House No. 749, around Wuha Limat, behind Holiday Hotel, tel. +2516662451/0911164089 from September 2, 2026 to September 15, 2026 during Office hours from 8:30AM – 5:00PM.
- Bidders must submit one original marked “original” and one copy signed in the same way as the original and marked “copy” for technical and financial proposal separately by stating the title with sealed envelope at or before 2:00 P.M. (afternoon) on Wednesday, September 16, 2026 to VSF Germany Country Office in Addis Ababa.
- Bids will be opened in the presence of bidders and/or their official representatives who wish to attend, on Wednesday, September 16, 2026 at 2:30 PM (afternoon).
- Failure to comply with any of the conditions indicated above will result in automatic rejection.
- The organization reserves the right to accept or reject any or all bids.
