1. The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Climate Resilient Water Supply, Sanitation and Hygiene Climate tesilient WASH) component, and intends to apply past of the proceeds toward payments under the contract for Procurements of three Production Wells Drilling. Construction & Pumping Tests at Watamba, Biye Magala and Hase Gola sites in Abeya District, West Guji Zone of Oromia Region 
2. The Ministry of Water & Energy now invites sealed bids from cligible bidders for Procurement Procurements of three Production Wells Drilling, Construction & Pumping Tests at Watamba, Biyo Magala and Hase Gola sites in Abeya District, West Guji Zone of Oromia Region. The detail description of work is described in Table below:

Bidders shall furnish documentary evidence that it meets the following requirement(s)

3. The Bidder has successfully participated as contractor or subcontractor in at least 1 (one) contracts within the last 10 (ten) years with a value of 87,920,000.00 ETB and above with a similar size nature complexity, and scope of drilling works that have been successfully and substantially completed and similar size to the proposed drilling works the contractors who executed the drilling works in separate two contracts 43,960,000 ETB or more for each drilling work contracts are required ongoing projects considered for satisfactory execution of contract must be at least 70% completed.
4. The bidder shall demonstrate that it has access to, or has available liquid asset, unencumbered real assets, lines of credit and other financial means (independent of any contractual advance payment sufficient to meet the cash flow requirements of 26,000,000 ETB
5. The Audited financial statements or others financial statement acceptable to the Employer for the last 5(five) years (2019-2023) shall be submitted and must demonstrate the current soundness of the bidder's financial position and indicate its prospective long term profitability
6. The minimum Peak Annual Turnover of 70,000,000.00 ETB calculated as ental certified payments received for contracts in progress or completed or audited financial statements by certified auditor or audited financial statements certified by Revenue Authority within the last 5 (five) years must be of or equivalent.
7. Bidding will be conducted through the National Competitive Bidding (NCB) procedures as specified in the World Bank Procurement regulation for IPF borrowers procurement in investment project financing GOODs, Works, non-consulting and consulting service fifth edition September 2023 and is open to all eligible bidders as defined in the procurement regulation. In addition, please refer to paragraph 1.6 and 1.7 setting forth in the World Bank policy on conflict of interest.
8. . Interested eligible bidders may obtain further information from Ministry of Water & Energy, and inspect the bidding documents during office hours 8:30 A.M. to 12:30 PM in the morning and the address given 1:30 PM to 5:30 P.M. in the afternoon below.
9. A scanned copy of the bidding document in English can be obtained free of charge by downloading it from the ministry of water and energy website http//wwwmowe.gov.ct/en/ tenders. Bidders are required to complete the registration form of bidders issued the bid in sending the representative to the Ministry of Water and Energy in person during the office working days and time in the Room 112 of the first floor of the building before the deadline of submission of the bid. It is the responsibility of the bidder to follow, download and consider any amendment made to the bid document. 
10. Bids must be delivered to the address below on or before July 29, 2024 at 2:00 PM. late bids will be rejected. Bids will be publicly opened in the presence of the bidders' designated representatives and anyone who choose to attend at the address below on July 29, 2024 at 2:30 PM.
11. . All bids must be accompanied by Bid Security of ETB 500,000.00 (Five hundred thousand) in the form of unconditional Bank Guarantee or CPO. The bid security shall be valid for 118 (one hundred eighteen) days. The Bid Security of a Joint Venture shall be issued in the name of the Joint Venture submitting the bid provided the Joint Venture has legally been constituted, or else it shall be issued in the name of all partners proposed for the Joint Venture in the bid.
