 Project Nanie: Procurement of IT Equipment (Servers, Disk Backup and software) for Groundwater Monitoring System

The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Horn of Africa Ground Water for Resilience Project (HoA GW4R Project) and intends to apply part of the proceeds toward payments under the contract for Procurement of Procurement of IT Equipment (Servers. Disk Backup and software) for Groundwater Monitoring System. The Ministry of Water and Energy now invites sealed bids from eligible bidders for Procurement of IT Equipment.

1.Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank's "Procurement Regulations for IPF Borrowers" July 2016 updated in November 2020. And is open to all eligible bidders as defined in the Procurement regulation. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank's policy on conflict of interest.

2.Interested eligible bidders may obtain further information from Ministry of Water and Energy GW4R Project PMCU, Coordinator Dr.Zebene Lakew or Procurement ICs of HoA GW4R,PMCIJ Mr.lagama Kebeta, e-mail ;tzebenel@yahoo.com/Jag.wdc@ gmail.com/ and inspect the bidding documents during office hours 8:30 a.m. 12:00 noon in the morning and 2:00 p.m. to 5:00 p.m. in the afternoon at the address given below

3.A complete set of bidding documents in English language will be available and can be down loaded from Ministry web page using the following link free of cost: https://www.mw.ve.gov.et/en/resource_types/procurement-files- Bidders are required to register in person at the following address before downloading the document and submitting their bids.

4. Replies to clarifications requested by bidders will not be emailed directly to bidders. All responses to clarifications will be posted in the above link on the Ministry website and bidders are solely responsible for monitoring the website during the bidding process for all clarifications/amendments with respect to this IFB. 

5.Bids must be delivered to the address below on or before July 23, 2024, 2:00 PM.

Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders' designated representatives and anyone who choose to attend at the address below on July 23. 2024, 2:30PM.

6.Bid shall be valid for a period of 90 days after the Bid Submission deadline.

7.All bids shall be accompanied by a Bid Security of ETB 130,000.00 (One Hundred Thrity Thousand Birr) in the form of an Unconditional Bank Guarantee or CPO to the Ministry of Water and Energy, and shall remain valid for 118 (One Hundred eighteen) days. For Bank Guarantee the bidder must use the bank guarantee form included in section IV (Bid Form) of the bidding Document.

8.Ministry of Water and Energy reserves the right to reject all or part of the bid.
