NOTICE OF INVITATION FOR DETAIL ENGINEERING DESIGN OF BRIDGE PROJECT OF BID

1. The Government of the South. Ethiopia Regional State, represented by South Ethiopia Roads Authority, has allocated budget towards the cost of Detail Engineering Design of the following Package Bridges Design Project and intends to apply part of the proceeds to eligible payments for the consultation works.
2. The Package Bridge Projects are located in South Ethiopia Regional State and the River names and distance's approximately from Dilla listed as shown below.

3. The South Ethiopia Roads Authority now invites bidders to submit sealed bids for providing the necessary labour, material and equipment for the Consulting of this road projects,
4. Interested bidders shall submit the following evidence

1. Certificate of Registration from Ministry of Works and Urban Development or appropriate regional Bureau for the Consultants registration with Category Grade 3 and above renewed for this fiscal year (FY) and other appropriate documentary evidences demonstrating the bidder's compliance, which shall include:

1. Renewed trading license,
2. Tax clearance certificate,

3. VAT registration certificate,
4. Tax Payer Registration certificate,
5. Evidence of registered supplier and relevant professional practice renewed for this fiscal year

5. Bidding will be conducted through the National Competitive Bidding (NCB) procedures and is open to all eligible domestic bidders as specified and defined in the Bidding Document.
6. Interested eligible bidders may obtain further information from and inspect the bidding documents at the address given below from 8:30 am. to 12:30 pm. and 1:30 p.m. to 5:30 p.m. from Monday to Thursday and 8:30 am. to 11:30 am. and 1:30 p.m. to 5:30 p.m. on Friday. A complete set of bidding document prepared in English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of ETB 300.00 (ETB: Three hundred only) effective as of 30 successive calendar days starting from the second date after the first notification of this advertisement on the Ethiopian Herald. The final submission date and opening of the proposal will be on the 31" date of this announcement on the Ethiopian Herald at 2:00PM & 2:30PM respectively. If the 31 date is not a working day, it will be held on the next working days at same time. The method of payment shall be in cash.
7. Bidders shall submit three envelopes, "Qualification Information"(one original separately and two copies, then, sealed with one outer envelope), "Bid Security" in one envelope and "Financial Bid" (One original sealed separately and copies, then finally sealed with one outer envelope) all should be sealed in an outer (Mother) envelope.
8. Evaluation is to be carried out in two stages, Qualification information first and Financial Bids of qualified bidders next.
9. Bids must be delivered to the above address on or before 2:30 p.m. of the above said date. All bids must be accompanied by a bid security of ETB 100,000 (ETB: One Hundred Thousand). Late bids will be rejected. Qualification information and Bid security of the bidders will be opened in the presence of bidders/bidders’ representatives who choose to attend at SERA's Procurement and Property Administration Room, on the final date and time of bid submission as stated above.
