OROMIA REGIONAL STATE GOVERNMENT GADA SPECIAL ECONOMIC ZONE DEVELOPMENT CORPORATION (GSEZ-DC) Procurement Ref No: GSEZ-DC/NCB/004/2024

Gada Special Economic Zone Development Corporation now invites consulting firms to prepare land use planning and Administration Directives with Its Working Manuals bids for National competitive bidders.

1. To all potential Consulting Firms who have at least 10 years' experience in urban planning, land management, or related fields, proven expertise in drafting directives or regulations for special economic zones or large-scale development projects, in depth knowledge of Ethiopian urban planning and land laws and policies, strong understanding of SEZ management and planning practices and Excellent stake holder engagement and communication skill.
2. Bidding will be conducted through National competitive bidding a procedure specified in the Procurement Proclamation of the Government of Federal Democratic Republic of Ethiopia and is open to all illegible bidders.
3. A complete set of bidding documents in English may be purchased by interested bidders on submission of written application having and submitting of VAT and TIN registration certificate, renewed trade license, FPPA suppliers list certificate. Valid Tax clearance during period of bid validity from Federal/Oromia revenue bureau/concerned authority to the address given below and upon payment of non-refundable fee of Ethiopian birr 200.00 (Two Hundred birr) only in cash starting from the first date notice viewed on the newspaper during office hour from Monday to Friday. Suppliers shall provide original and neat copies of the above legal documents for cross checking.
4. The bidders shall submit Two separately sealed envelope bidding document which encloses one big wax sealed envelope of "ORIGINAL TECHNICAL DOCUMENT and ORIGINAL FINANCIAL DOCUMENT" in Two Different Envelope & "COPIES OF TECHNICAL DOCUMENT" and "FINANCIAL DOCUMENT" in Two different envelope.
5. Bid must be delivered on or before 8 (8th) calendar days of the first day announcement on newspaper on/before 11:00 AM morning, closed on the same time at 11:00AM morning, and opened at 11:30 AM morning. If the 16th day is not working day, the bid will be submitted and opened on the next working day.
6. All Bids shall be valid for a period of 60 calendar days after bid opening and All bids must be accompanied by a bid security of 0.5% of the Total price or an equivalent amount in acceptable form of CPO or Unconditional bank guarantee with the form of annex to bid document on the section of contract forms for unconditional bank guarantee.
7. Bid must be clearly marked by "bidders name, address, legal stamp and Reference number Ref: GSEZDC/NCB/004/2024.
8. Gada Special Economic Zone Development corporation maintains the right to accept or reject any/all of the bids.
