INVITATION TO BID TO CONDUCT RESEARCH ON
LOCALHUMANITARIAN LEADERSHIP IN GAMBELLA
Oxfam GB is a UK based International Humanitarian and Development Organization working in Ethiopia since 1960s. We are looking for a highly experienced Ethiopian firm and/or consultant to conduct qualitative research on Local Humanitarian Leadership (LHL)
The humanitarian sector is increasingly recognizing the need for localized responses that empower Local Non-Governmental Organizations (LNGOs) and Refugee-Led Organizations (RLOS). In Gambella, Ethiopia, a region hosting large numbers of refugees and affected by humanitarian challenges, localized leadership can significantly enhance the effectiveness and sustainability of humanitarian efforts.
The Local Humanitarian Leadership (LHL) project, funded by the Hilton Foundation and implemented by Oxfam GB, seeks to build the capacity of LNGOS and RLOS to better serve their communities.
This research will evaluate the current capacity of LNGOS and RLOS, analyse the attitudes of international actors toward locally led initiatives, assess the participation of LNGOS and RLOS in coordination platforms and decision-making processes and identify the barriers to women leadership on humanitarian response. These understandings will inform strategies to strengthen local humanitarian leadership in Gambella.
Deliverables from the firm and /or consultant
- Submit technical and financial proposals.
- An inception report with the detailed work plan, appropriate techniques, timing, roles, and responsibilities of the researchers of the assignment.
- Recruit and assign the research team with skills needed to facilitate and produce the Research Finding Report.
- A codebook that details the research preparation and discussion points.
- Draft Research Finding Report which will be submitted within the specified days after completion of the discussion sessions.
- Presentation of the key findings of the Research Findings (validated report) to Oxfam/the stakeholders.
- The final Research Finding Report which will be submitted within five days after the finding of validation workshop with the stakeholders.
- Ensure the quality of the Research Finding Report and fulfill all the expectations mentioned under the quality control, role, and responsibility part.
- Submit draft and final reports of the Research Finding Report.
- Submit two types of Final Research Finding Reports:
- A short summary research finding report of at least 20-25 pages (for future publication in multiple languages).
- A detailed summary research finding report of at least 40-50 pages.
- All the deliverables will be submitted in 2 copies: in hardcopy and softcopy in editable form.
- Submit a brief report covering all major Research Finding Report processes, deliverables, and challenges.
