The Federal Democratic Republic of Ethiopia (FDRE) is undertaking different road projects financed by the Government. ERA, as representative of the FDRE, intends to select Consultant for the Technical Assistance Services for the Study of Road Fund Regulatory Framework Improvement.
The objective of the consulting services ("the Services") is to propose strategic initiates covering, legislative and institutional improvements, preparing fund utilization and budget allocation models, optimization of operational efficiency and improving financial sustainability and operational guidelines and technology-based solutions and tools as an outcome of best practices and institutional assessment. The envisaged consultancy services will be conducted over a period of fourteen (14) months after the commencement of the services.

The Ethiopian Roads Administration (ERA), acting as an implementation agency on behalf of the Federal Democratic Republic of Ethiopia, now invites eligible consulting firms ("Consultants") to indicate their interest in providing the services.
Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Key experts will not be evaluated at the shortlisting stage.
The following criteria will be used to assess the Expression of Interest documents:
- Company Establishment [regarding its Areas of Expertise, Core Business, and Year in the Business]
- Technical and Managerial Organization of the firm
- Number and diversity of permanent personnel related to the service: Senior Transport Economist/Financial Economist, Senior Road Asset Engineer, Senior Transport Planning Expert, Institutional Development Expert. Senior Legal Experts and Senior Software Developer etc.
- Experience: completed technical assistance services on preparation of regulatory frameworks and/or improvements, studies on fund structuring, expansion, optimization, allocation and utilization, institutional capacity building, etc., in the last ten years.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A consultant will be selected in accordance with the Quality and Cost-Based Selection method set out in the Federal Public Procurement and Property Authority (FPPPA) Directive. Further information can be obtained at the address below during office hours. i.e., 08:30 A.M. to 05:30 P.M.
