Contract title: Consultancy service for Supervision of Two Dc-2 Gravel Road Construction Sub-Projects

- The government of Ethiopia has received financing from the world bank toward the cost of the lowlands livelihood resilience phase ii (LLRP-II) project and intends to apply part of the proceeds for consulting services for supervision of two DC-2 gravel road construction sub-projects.
- Objectives of the service
The overall objective of the assignment is to engage a service provider to supervise the contract of the civil works as 'the contract engineer' to ensure proper execution of the project in accordance with the contract signed by LLRP and the selected contractor. Contract administration will be carried out on behalf of the contracting authority

- The SCOPE OF THE SERVICE
This assignment is to provide contract administration and civil works supervision services with the duties and responsibilities stipulated in WB General Conditions of Contract for Civil Works. During the Performance of the contract, the service provider is accountable to the employer/LLRP and will report to LLRP as per the contract with LLRP.
The consultant's scope of work is understood to cover all activities necessary to accomplish the stated objectives of these services, while adhering to best practices of the profession, whether or not a specific activity is cited in this Terms of Reference (TOR).

- The afar national regional state, office of the president, lowlands livelihood resilience project (LLRP-II), now invites eligible consulting firms ("consultants") who have consultancy license specially road and bridge related works, the firms shall have proven experience in supervision of road & bridge projects. the consultant firm with 7 years' experience in consultancy service and at least two contracts in road & bridge construction supervision has done in the last three years. interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services for supervision of two DC-2 gravel road construction sub-projects (Kumami to Arso River DC-2 Gravel Road & HadelaEla to Arso River DC-2 Gravel Road.
- The shortlisting criteria are:
- Core business and years in business, (Firm's general experience)
- Relevant experience, (The firms shall have proven experience in proven experience in road and bridge related works. the firms shall have proven experience in supervision of road & bridge projects. the consultant firm with 7 years' experience in consultancy service and at least two contracts in road & bridge construction supervision has done in the last three years).
Technical and managerial capability of the firm. (Managerial and organizational structure, office equipment, etc.). Key Experts will not be evaluated at the shortlisting stage.

- The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers- 'Procurement in Investment Project Financing, Goods, Works, Non-Consulting, and Consulting Services, dated July 1, 2016' and September 2023 edition (here in after called "Regulation") and 'Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants', dated July 1, 2016 and September 2023 (Anti-Corruption Guidelines); and other provisions stipulated in the Financing Agreements).Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
