INVITATION TO RECRUITE CAPABLE CONSULTING FIRM TO PREPARE KNOWLEDGE PRODUCT MATERIALS FOR OXFAM-SOLAR VILLAGE P4G FUNDED PARTNERSHIP PROJECT

1. Background

The Solar Village Ethiopia Partnership Project is a transformative initiative funded by Partnering for Green Growth and the Global Goals 2030 (P4G) and implemented under the leadership of Oxfam in Ethiopia. The project is designed to accelerate inclusive, sustainable energy access in rural Ethiopia through the deployment of solar- powered community-based solutions. It focuses on empowering marginalized and climate-vulnerable communities-particularly smallholder farmers and women-led households-by integrating clean energy technologies with climate-smart agriculture.

At the core of the initiative is a strategic partnership between the private sector, civil society organizations (CSOs), and local communities to co-create scalable, market-based solutions. The project provides affordable, durable solar-powered water pumping systems, along with access to organic vegetable and fruit seedlings and vermicompost to improve soil fertility. These interventions not only increase agricultural productivity and household incomes but also reduce dependency on fossil fuels, enhance water-use efficiency, and support climate resilience.

In line with its commitment to transparency, learning, and impact scaling, the project team produces annual and midterm Knowledge Products (KPs). These documents serve to capture and disseminate key achievements, innovative approaches, implementation challenges, and real-world case studies. They are targeted at stakeholders, donors, government bodies, researchers, and practitioners in the fields of renewable energy, agriculture, and rural development, helping inform evidence-based policymaking and the replication of best practices across similar contexts.

2. Purpose of the Assignment

The objective of this assignment is primarily to develop two key knowledge products that document the progress, achievements, challenges, and lessons learned from the Oxfam - Solar Village partnership project during the first-year implementation. Specifically, the assignment is: (1) to develop case story on the business model of Solar Village Ethiopia (SVE), and (2) Knowledge product on strengthening enabling systems in relation to achievement of project objectives or business of Solar Village Ethiopia.

The key tasks and essential requirements of the assignment are clearly described in the TOR. Therefore, interested consulting firms are invited to collect the TOR from Oxfam in Ethiopia, which is in the address below starting from August 6th, 2025. Bidders/service providers are required to carefully read through the TOR and return your proposals on or before close of business August 15th, 2025, at 1:00 p.m. in person in a sealed wax envelop.

This invitation has been issued for the sole purpose of obtaining offers for consultancy service providers against the specification contained within the TOR. OXFAM reserves the right not to enter an agreement/ sign MoU because of this invitation to tender. OXFAM also reserves the right to terminate any contract issued because of this as set out in the contract terms and conditions.
