Digital Green Foundation invites qualified consulting firms and research organizations to submit proposals for conducting an evaluation of the Farmer-Level Changes and Institutionalization of Digital Agriculture Advisory Services under the Focused Institutionalization of Digital Agriculture Advisory Services (FI-DAAS) Project in Ethiopia.
Scope of work
The selected consulting firm will be responsible for designing and implementing a comprehensive evaluation of the Farmer-Level Changes and Institutionalization of DAAS digital tools.
Eligibility Requirements:
- Advanced degree in agronomy, agricultural extension, agricultural economics, sociology. statistics, digital agriculture, and other related fields relevant to rural and agricultural development.
- Strong understanding of digital agricultural advisory services, and their integration into agricultural extension systems.
- Proven experience in designing and implementing large scale mixed method evaluations, including both quantitative and qualitative approaches.
- Practical experience in evaluating digital advisory tools with a focus on measuring knowledge change. adoption of improved practices and institutional integration.
- Strong analytical capacity in quantitative and qualitative data analysis
- Ability to produce high-quality evaluation reports within the proposed timeframe.
- Experience in stakeholder engagement and participatory research methods
Submission Requirements:
Interested applicants should submit:
- A technical proposal (Max. 5 pages) detailing the tasks, methodology, and timeline
- A financial proposal with a detailed budget.
- A work plan indicating the timeline.
- A one-page profile the consultant(s) with relevant qualifications.
- A 2–3-page statement of capability and previous engagements.
Submission Deadline:
All proposals must be submitted in a sealed envelope by 5 September 2025 close of business to the Digital Green office located at 22, Haile Geberesillassie Street, Waryt building, 6th floor, Addis Ababa, Ethiopia.
Evaluation Criteria:
- Technical proposal: 30%
- Demonstrated experience: 20%
- Personnel Qualifications: 20%
- Financial Proposal: 30%
