The Federal Democratic Republic of Ethiopia has received financing from the African Development Bank toward the cost of the Borana Resilient Water Development for Improved Livelihood Program /BRWDILP/
Phase I and intends to apply part of the agreed amount of this grant to payments under the contract for consultancy service on Environmental and Social Compliance Audit (ESCA).
The services included under (ESCA) includes evaluating compliance with the project's financial agreement provisions, national legislation, regulations, and procedural norms, as well as the African Development Bank's (AfDB) environmental and social requirements. The audit will identify areas of non- compliance, deficiencies, and any shortcomings in the implementation of E&S requirements. It will also analyse the direct and root causes of any non- performance, providing a detailed understanding of why certain standards may not have been met. The implementation period of the assignment shall be 100 (One Hundred) days from the contract agreement date.
The Oromia Water and Energy Bureau, the Project Implementing Agency, now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (provide brochures of previous assignments undertaken; describe similar assignments undertaken in the past; indicate experience in similar conditions/Sub-Saharan Africa; and avail a list of appropriate key experts/staff with skills and experience for the assignment). Consultants may associate with other firms in the form of a Joint Venture (JV) or a sub-consultancy to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank's Procurement Policy for Bank Group Funded Operations dated October 2015 which is available on the Bank's website at http://www.afdb.org (http://www.afdb.org/).
