Re: Procurement of SSIP and SRS-BOA-PACT-NCB-W/1/25
- The Ministry of Agriculture has received financing from the International Fund for Agricultural Development (IFAD) and EU - the financing of which is being administered by IFAD and intends to apply a part of the proceeds of the financing to this purchase. The use of any IFAD financing shall be subject to IFAD's approval, pursuant to the terms and conditions of the financing agreement, as well as IFAD's rules, policies and procedures. IFAD and its officials, agents and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses and liability of any kind or nature brought by any party in connection with Participatory Agriculture & Climate Transformation programme.
- The Participatory Agriculture & Climate Transformation Programme aims to contribute to poverty reduction and improved resilience of the target rural households.' The Programme Development Objective (PDO) is to 'enable 150,000 rural households (men, women, youth and persons with Disabilities (PWDs) in selected kebeles to sustainably improve incomes, food and nutrition security and build resilience to shocks. The Programme will be implemented in 9 regional states (Amhara, Oromia, Tigray, central Ethiopia, Southern Ethiopia, Afar, SWE (South West Ethiopia), Sidama, and South West Ethiopia). The Program will be implemented over a seven- year period.

- This IFB is open to all eligible bidders who wish to participate. Subject to the restrictions stipulated in the bidding document, eligible bidders may associate with other bidders to enhance their capacity to successfully carry out the works.
- The works, and the contract/s expected to be awarded, are divided into the following lots: Lot-1 Fanta SSIP, Lot- 2 Kersi SSIP and Lot-3 Koma SSIP
- A contractor will be selected using the National Competitive Bidding (NCB) method in accordance with the IFAD Procurement Handbook accessible at www.ifad.org/project-procurement. The NCB process will include a review and verification of qualifications and past performance, including a reference check, prior to the contract award.
- Please note that a pre-bid conference will be held as described in the bid data sheet ("BDS"), Section II of the bidding document.
- Bidders interested in submitting a bid shall purchase the bidding document a payment of a non-refundable fee of ETB 1,200.00 (One thousand two Hundred birr only for each Lot) giving full eligibility document and contact of the bidder. This will ensure that the bidders receive updates regarding this bidding document.
- Bids must be delivered to the address and in the manner specified in the BDS ITB 25.1
- The deadline for bid submission date is at 8:00 Afternoon local time (2:00 PM) on 30th day (calendar) of the announcement of the invitation to bid notice on Ethiopian national newspaper. This will opened immediately thereafter, 8:30 Afternoon local time (2:30 PM) on the same date on presence of bidders' representatives, who choose to attend, at the address below.
- Bidders who wish to participate in the bidding process should submit 1(One) Original and 2 (Two) Copies of Separately Sealed Technical and financial documents all in One Envelope to the address below before the bid submission deadline stated above.
- Late bids will be rejected.
- The agency reserves the right to accept or reject parts of or the entire bid.
