Digital Green Foundation invites qualified consulting firms and research organizations to submit technical and financial proposals for conducting an evaluation of the Advancing Conservation, Agriculture and Livelihoods (ACAL) Project implemented in Jimma Zone, Oromia Region (Gera and Gomma Woredas).
Scope of work
The selected consulting firm will be responsible for designing and implementing a qualitative method evaluation of the Advancing Conservation, Agriculture and Livelihoods (ACAL) Project, covering the full implementation period (October 2021 - October 2025). The evaluation will be conducted in Gera and Gomma Woredas of Jimma Zone.
Eligibility Requirements:
- Advanced degree (Masters or PhD) in Forestry, Environmental Science, Agricultural Economics, Rural Development, or related fields.
- Experience conducting evaluations of similar complexity (Forestry, CSA, Livelihoods).
- Proven experience with community-based natural resource management (PFM approaches) in Ethiopia.
- Specific expertise in gender empowerment and youth employment/entrepreneurship in rural contexts.
- Demonstrated experiences in qualitative methods.
- Knowledge of the local context (Jimma Zone/Oromia)
- Ability to produce high quality evaluation reports within the proposed timeframe.
Submission Requirements:
Interested applicants should submit:
- A technical proposal (Max. 5 pages) detailing the tasks, methodology, and timeline
- A financial proposal with a detailed budget.
- A work plan indicating the timeline.
- A one page profile the consultant(s) with relevant qualifications.
- A 2-3 page statement of capability and previous engagements.
Submission Deadline:
All proposals must be submitted in a sealed envelope no later than Dec 19, 2025, 2:00pm (8:00 local time) to the Digital Green office located at 22, Haile Geberesillassie Street, Waryt building, 6th floor, Addis Ababa, Ethiopia.
Evaluation Criteria:
- Technical proposal: 30%
- Demonstrated experience: 20%
- Personnel Qualifications: 20%
- Financial Proposal: 30%
