CONSULTANCY SERVICES FOR THE DEVELOPMENT OF A STRATEGIC AND INSTITUTIONAL
MANAGEMENT FRAMEWORK
Ethio-China Mining PLC (hereinafter referred to as "the Company"), a private limited company engaged in mineral exploration, extraction, processing, and related mining operations in the Federal Democratic Republic of Ethiopia, hereby invites qualified and experienced consulting firms to submit technical and financial proposals for the development of a comprehensive Strategic and Institutional Management Framework.
Background
In line with its commitment to institutional strengthening, corporate governance enhancement, and long-term operational sustainability, Ethio-China Mining PLC seeks to engage a reputable consulting firm to undertake the following key assignments:
1. Development of a Five Year Strategic Plan (2024-2030) A results based strategic roadmap articulating the Company's son, mission, strategic objectives Key Result Areas (KRA). Key Performance Indicators P financial projections, risk management framework, and implementation roadmap
2. Design of a Functional and Scalable Organizational Structure A clearly defined corporate and project level organizational framework, including organograms, job descriptions, job grading framework authority and delegation matrix, and a five-year staffing plan.
3. Development of institutional Directives and Operational Manuals Comprehensive and legally compliant manuals governing Human Resource Management. Financial Management, Procurement Managenient, Sales Management and Property and Asset Management.
Objective of the Assignment
The overarching objective of this consultancy is to transform Ethio-Ching Mining PLC into a strategically guided, structurally organized, and procedurally disciplined mining enterprise capable of achieving sustainable growth, operational excellence, and regulatory compliance within Ethiopia's evolving mining sector
Terms of Reference (TOR)

Bid Document Availability
Interested and eligible consulting firms may obtain the complete bid document including the Terms of Reference and proposal submission guidelines upon payment of a non-refundable fee of ETB 500.00 (Five hundred Ethiopian Birr) to "Ethio China Mining Pic" CBE Account No. 1000727169346. Proof of payment transfer advice) must be presented when collecting the documents.
Bid documents may be collected from the Company's office address provided below during official working hours: Monday to Friday, 8:30 am to 5:00 p.m. and Saturday. 8:30 am. to 12:00 pm.
Bid Document Collection Requirements
Prospective bidders are required to present the following upon collection of the bid document:
Valid and renewed business license (Trade License) indicating consultancy services in the relevant fields:
Tax Identification Number (TIN) certificate:
VAT registration certificate (if applicable).
Proposal Submission
Completed technical and financial proposals, prepared in accordance with the instructions provided in the bid document, must be submitted in sealed envelopes clearly marked "Proposal for Strategic and Institutional Management Framework Consultancy" to the Company's address no later than 15 (fifteen) calendar days from the date of this announcement.
Proposals submitted after the deadline shall not be considered.

Only consultants who achieve a minimum technical score of 66.7% shall be invited for financial evaluation. The contract shall be awarded to the bidder offering the best value for money.
