WaterAid Ethiopia is pleased to invite qualified and experienced consultants and consulting firms to submit an Expression of Interest (EOI) for the provision of consultancy services.
The purpose of this invitation is to identify and prequalify consultants with relevant technical expertise to support various short and long‑term consultancy assignments. These assignments may cover areas such as research, project assessments, feasibility studies for engineering works, baseline and endline surveys, evaluations, advisory services, data collection and analysis, and other related professional services, depending on organizational needs.
Interested consultants are requested to submit technical documents only, including:
- An Expression of Interest letter outlining areas of expertise
- Profile of the consultant or consulting firm
- CV(s) of key personnel highlighting relevant experience
- Brief descriptions of similar assignments undertaken
Bid Participation and Submission Guidelines
- Terms of Reference (ToR): The Terms of Reference will be provided to interested bidders who register their email addresses at the registration desk located at WaterAid Ethiopia’s reception from June 1 to 16, 2026, during working hours (08:30 AM – 12:30 PM and 01:30 PM – 05:00 PM).
- Online Access: Alternatively, bidders may download the bid invitation and Terms of Reference from the WaterAid Ethiopia website: www.wateraid.org/et
Note: that financial proposals are not required at this stage. Detailed information regarding the scope of services, submission requirements, and evaluation criteria is provided in the Terms of Reference (ToR).
Interested applicants are requested to submit their Expression of Interest documents in PDF format, clearly indicating the subject “Expression of Interest – Consultancy Services”.
Applications may be submitted either electronically via email or through hard copy submission.

Hardcopy Submission:
Applicants may also submit sealed hardcopy documents to the WaterAid Ethiopia Office. The envelope should be clearly marked with: Expression of Interest – Consultancy Services” and reference number: WAE/REoI/Cons/26/0010.
Submission Deadline: The deadline for submission of Expressions of Interest is:
June 17, 2026, at 2:00 PM (EAT)
Applications received after the deadline may not be considered.

WaterAid Ethiopia reserves the right to accept or reject any or all applications without assigning any reason thereof.
- WaterAid Ethiopia is not bound to shortlist any applicant or award any contract as a result of this REoI.
- Shortlisted applicants may subsequently be invited to participate in detailed procurement processes.
- Canvassing or influencing the procurement process in any form may lead to disqualification.
