Bid invitation (Ref. EWSS/AG/26/00017)

WaterAid is a global federation working to improve access to clean water, sanitation, and hygiene (WASH). As a leading WASH actor, WaterAid has played a key role in transforming the lives of poor and marginalised communities. In Ethiopia, WaterAid has been active in the WASH sector since 1991, driven by the vision that everyone, everywhere has access to sustainable WASH services. To further its commitment, WaterAid Ethiopia (WAE) invites eligible and qualified firms to submit bids for the: the expansionthe water supply systemKebele, Gumbichu Woreda, East Shoa Zone, Oromia Region, Ethiopia, as per the Tender document.

Bid Participation and Submission Guidelines:

  1. Tender document:
    The Tender document will be provided to interested bidders who register their email addresses at the registration desk located at WaterAid Ethiopia’s reception, between August 6 to 19, 2026, during working hours (08:30 AM – 12:30 PM and 01:30 PM – 05:00 PM).
  2. Eligibility Documents:
    Bidders must be registered construction firms classified as Grade 5 or above. Eligible bidders are required to submit a valid, renewed business license, a company registration certificate, and a TIN registration certificate. All required documents must be submitted together with the technical proposal.
  3. Bid Submission Deadline:
    All bids must be submitted in sealed envelopes to the WAE office no later than August 19, 2026, by 1:30 PM.
  4. Bid Security:
    A bid bond of 2% of the total price is required, in the form of a bank guarantee or CPO valid for at least three (3) months from the date of bid opening. The original bid bond must be attached to the original financial proposal.
  5. Envelope Identification:
    Envelopes must clearly display the bidder’s name, address, legal stamp, and the reference number Ref: EWSS/AG/26/00016.
  6. Bid Format:
    The technical and financial proposals must be submitted in separate sealed envelopes, each marked “ORIGINAL” and “COPY”. Each copy must be stamped and sealed. In the case of any discrepancies, the original version will be considered final.
  7. Preliminary Bid Opening

The preliminary bid opening will be conducted by the WaterAid Ethiopia Procurement Committee on August 19, 2026, at 2:00 PM (EAT) at the WaterAid Ethiopia Office. Bidders/Consultants are not required to attend this session.

Only bidders who successfully pass the technical evaluation will be invited to attend the financial proposal opening. The date, time, and venue of the financial proposal opening will be communicated to the technically qualified bidders/consultants in due course.

  1. Bid Evaluation and Award Procedure: The bid evaluation shall be conducted using a Quality- and Cost-Based Selection (QCBS) method and will follow a two-stage evaluation process:

Stage One: Technical Evaluation

Technical proposals will be evaluated first, strictly in accordance with the criteria outlined in the Tender document.

Technical proposals will be scored out of a maximum of 70 points. Bidders must obtain a pass technical score to be considered technically responsive.

Only bidders who meet or exceed the minimum technical score will qualify for the financial evaluation stage.

Stage Two: Financial Evaluation

Financial proposals shall be opened and evaluated only for bidders who have passed the technical evaluation.

Financial proposals from bidders who do not meet the minimum technical score will not be opened and will be returned unopened.

  1. Contract Award: The contract shall be awarded to the bidder who achieves the highest combined technical and financial score, based on a technical weighting of 70% and a financial weighting of 30%, in accordance with WaterAid Ethiopia’s procurement policies and procedures.
  2. Disclaimer: WaterAid Ethiopia reserves the right to accept or reject any or all bids, to annul the bidding process, or to cancel the procurement at any time before contract award, without incurring any liability to bidders. Late submissions shall not be accepted.
