  1. Background of the Project

The project development objective (PDO) is to support the Government of Ethiopia to strengthen its institutional capacity for disaster risk management and to fill the critical gaps related to overall DRM. Ethiopian and World Bank have jointly prepared the Ethiopia Flood Management Project (EFMP). The project implementation arrangement carefully considers the mandates of each entity and the complementary role that they play in flood and DRM. MOWE (PMU) will be the lead implementing entity with overall project implementation responsibility coordinating with co-chair EDRMC and EMI is a member.

  1. Scope of Service

The responsibilities (tasks) of the Contract Administration will include but not limited to the following:

  • Reports to PCU towards all contracts;
  • Develop appropriate Contract Administration System, create contract management plans;
  • Oversee performance of signed contracts to ensure timeliness, cost and quality;
  • Specific tasks to be carried out by the Contract Administration include but are not limited to all components contracts; and
  • Work together with the procurement consultant.

 

 

  1. Qualifications and Experience
  • Academic specialization should have BSc/MSc in Business Administration, Economics, Law, engineering or related field of studies from a recognized university.
  • Experience on opening letter of credit
  • Professional experience: should have 8/10 in work experience with: contract administration/management for procurement of Goods, Consultancy Services, Works, and Non-Consultancy services. 
  • Highly proficient and knowledgeable in the use of current computer software tools applied for contract management,
  •  Extensive knowledge of World Bank contracting and assistance principles, policies, and procedures.
  • Excellent oral and written communication skills in English and Amharic
  • Contract Administration experience in STEP is advantageous.
  1. Some of Major Duties and Responsibilities
  • Collaborating with internal procurement, legal and human resources teams to ensure contracts compliance.
  • Prepare contract change notices, monitor the performance of contract, including the reporting and status of contractor/ supplier/ consultant deliverables.
  • Ensure all deadlines and conditions described in contracts are met (e.g. payments and shipping’s)
  • Prepare regular contracts status reports and make presentations at meetings
  • Review contract amendment requests and prepare amendments
  • Ensure project completion documents including inspection, delivery, acceptance documents are upload in STEP at Contract Completion Roadmap stage
  1. Terms & Conditions
  • Contract Period:  One year Contract with a possible extension upon satisfactory performance.
  • Start Date: Immediate Availability is Essential
  • Remuneration: Negotiable
  • Location: Addis Ababa, Ethiopia
