The Federal Democratic Republic of Ethiopia, Ministry of Finance (MoF), has received financing from the World Bank toward the cost of the Ethiopia Digital ID for Inclusion and Services Project.  National ID Program, the ultimate project implementer intends to apply part of the proceeds for selecting of individual consultants.

National ID Program as part of the project implementation program is looking for an Individual Consultant that supports the NIDP.  Experienced individual consultants who have experience, passionate and innovative ideas for the position of Junior Quality Assurance Analyst are invited to express their interest for the assignment.

The Junior Quality Assurance Engineer will have the overall responsibility of monitoring, analyzing, and responding to security events and incidents within NIDP. Specific responsibilities for the Junior Quality Assurance Engineer will include, but are not limited to, the following activities:

• Plan and Execute Testing and validation activities
• Test proposed new technologies for alignment with overall product/platform goals.
• Assist system reviews and improvement efforts
• Execute test cases (manual and automated) to verify product functionality and performance.
• Identify, document, and report bugs and inconsistencies using issue tracking tools.
• Collaborate with developers and product teams to understand requirements and ensure test coverage.
• Participate in test planning, including the design of test scenarios and cases.
• Conduct regression testing to ensure new code changes do not negatively affect existing features.
• Verify bug fixes and validate software releases before deployment.
• Assist in maintaining test documentation, including test plans, checklists, and reports.
• Learn and apply QA tools and techniques, gradually contributing to test automation if applicable.
• Support UAT (User Acceptance Testing) and help triage production issues.
• Continuously improve testing processes through feedback and learning.
• Perform other tasks as assigned

National ID Program, Digital ID for Inclusion and Services Project now invites eligible Individual Consultants to indicate their interest to provide the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services for a period of one year with possibility of extension for additional period subject to outstanding performance of the consultant and availability of budget. The shortlisting criteria include the following;

The ideal candidate for the role of Junior Quality Assurance Engineer will bring the following competencies and skills:

• Bachelor's degree in any Engineering, Computer Science, Information Security, or a related field with three years’ experience (or Master’s degree with no experience).
• Basic understanding of software testing concepts and SDLC/STLC.
• Familiarity with bug tracking tools (e.g., JIRA, Bugzilla).
• Knowledge of scripting or programming languages is a plus (e.g., Python, Java).
• Strong analytical and problem-solving skills.
• Attention to detail and a passion for quality.
• Good communication skills and a team-player attitude.

The selection method is based on para 7.36 and 7.37 of the World Bank’s Procurement Regulation.

The attention of interested individual is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”) revised November 2017, August 2018, September 2023, setting forth the World Bank’s policy on conflict of interest.

An individual will be selected in accordance with the Selection of Individual Consultant (Section V) method set out in the Procurement Regulations.
