The Federal Democratic Republic of Ethiopia, Ministry of Finance (MoF), has received financing from the World Bank toward the cost of the Ethiopia Digital Foundations Project (“Digital Foundations”).  The Ethiopian National ID Program is one of the beneficiaries of the project and intends to apply part of the proceeds for selecting of individual consultants.

National ID Program as part of the project is looking for an Individual Consultant to provide technical assistance that supports the program.  Those individual consultants who have experience, passionate and innovative ideas for the position of Junior Quality Assurance Engineer are invited to express their interest for the assignment.

The Junior Quality Assurance Engineer will play a crucial role in the overall quality assurance which covers the procedural and operational area where important quality attributes are evaluated at each stage from the planning to the delivery stages including testing bug/defect reporting.

The Junior Quality Assurance Engineer will have the overall responsibility of ensuring the quality and reliability of the Fayda system through rigorous testing and quality assurance practices under the guidance of the Senior QA engineer. This position will collaborate with cross-functional teams, identify quality attributes, develop test cases, perform rigorous testing using appropriate tools and verify that appropriate corrections are made. The Junior QA Engineer will be expected to uphold the highest standards of quality and reliability in our systems.

Specific responsibilities for the Junior Quality Assurance Engineer will include, but are not limited to, the following core activities:

  • Plan and Execute Testing and validation activities
  • Test proposed new technologies for alignment with overall product/platform goals.
  • Assist system reviews and improvement efforts

 

MinT on behalf of National ID Program now invites eligible Individual Consultants to indicate their interest to provide the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services for a period of one year with possibility of extension for additional period subject to outstanding performance of the consultant and availability of budget. The shortlisting criteria include the following;

  • Master’s degree in Computer Engineering, Computer Science, or a related field OR a Bachelor’s degree in the same field with at least 1 years of relevant experience.
  • Basic understanding of Java, including Java-based test automation tools such as Selenium, JUnit, and TestNG.
  • Proven experience in writing clear, concise, and comprehensive test plans and test cases.
  • Experience with automated testing tools, as well as familiarity with SQL and scripting.
  • Working knowledge of Agile/Scrum development methodologies.
  • Exceptional attention to detail, problem-solving abilities, and organizational skills.
  • Excellent communication skills with the ability to present complex technical information in a clear and concise manner.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Selection of Individual Consultant (Section V) method set out in the Procurement Regulations.
