The Federal Democratic Republic of Ethiopia, Ministry of Finance (MoF), has received financing from the World Bank toward the cost of the Ethiopia Digital Foundations Project (“Digital Foundations”). The Ethiopian National ID Program is one of the beneficiaries of the project and intends to apply part of the proceeds for selecting of individual consultants.
National ID Program as part of the project is looking for an Individual Consultant to provide technical assistance that supports the program. Experienced individual consultants who have experience, passionate and innovative ideas for the position of Senior Quality Assurance Engineer are invited to express their interest for the assignment.
The Senior Quality Assurance Engineer expected to focus on overall quality assurance which covers every technical area where important quality attributes are considered, planned and evaluated at each stage from the planning to the delivery stages.
The Senior Quality Assurance Engineer will have the overall responsibility of ensuring the quality and reliability of the Fayda system through rigorous testing and quality assurance practices. This position will collaborate with cross-functional teams, develop test strategies, and provide leadership in implementing and improving QA processes. The Senior QA Engineer will be expected to uphold the highest standards of quality and reliability in our systems.
Specific responsibilities for the Senior Quality Assurance Engineer will include, but are not limited to, the following core activities:
- Define Minimum Quality Standards for Critical Components (Modules) of the Fayda Platform;
- Develop, document, and maintain functional and regression test plans for all software components developed in the system.
- Collaborate with cross-functional teams to understand system requirements and incorporate them into practical and effective test strategies.
- Design and implement automated test suites, and monitor the results to detect and document defects and inconsistencies.
- Lead efforts in improving and implementing efficient QA processes, maintaining oversight on QA metrics, and leading initiatives for continuous improvement.
- Participate in system design reviews and provide input on functional requirements, schedules, issues, and risks.
- Mentor junior QA engineers and promote a collaborative team environment
- Incorporate security and safety requirements set by the cybersecurity team into the test plans.
MinT on behalf of National ID Program now invites eligible Individual Consultants to indicate their interest to provide the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services for a period of one year with possibility of extension for additional period subject to outstanding performance of the consultant and availability of budget. The shortlisting criteria include the following;
- Master’s degree in Computer Engineering, Computer Science, or a related field with at least 2 years of experience in a similar role, OR a Bachelor’s degree in the same fields with at least 4 years of relevant experience.
- Certification as a Software Testing Professional (CSTP) or Certified Software Quality Analyst (CSQA) or similar is required.
- Deep understanding of Java, including Java-based test automation tools such as Selenium, JUnit, and TestNG.
- Solid knowledge of QA methodologies, tools, and processes.
- Proven experience in writing clear, concise, and comprehensive test plans and test cases.
- Experience with automated testing tools, as well as familiarity with SQL and scripting.
- Working knowledge of Agile/Scrum development methodologies.
- Exceptional attention to detail, problem-solving abilities, and organizational skills.
- Excellent communication skills with the ability to present complex technical information in a clear and concise manner.
- A Github account with recent contributions is considered advantageous.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Selection of Individual Consultant (Section V) method set out in the Procurement Regulations.
