Expressions of Interest

The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World Bank towards the cost of Ethiopia Road Sector Support Project and it intends to apply part of the proceeds for Consultancy Services for the Development of a Safe and Green Road Strategy and Preparation of National Road Safety Audit and Traffic Signs Manuals.

Theconsulting services ("the Services") includes providing technical assistance in development of a Safe and Green Road Strategy, and the preparation of a National Road Safety Audit Manual and a Traffic Signs Manual. The services will be conducted over a period of 12 months.

The Ethiopian Roads Authority now invites eligible Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the service (brochures, core business, years of experience in the business, description of similar assignments, experience in similar conditions, technical and managerial organizational structure of the firm, number of key staffs, availability of appropriate skills among staff, general qualification etc.). The following criteria will be used to assess the Expression of Interest documents;

  • Eligibility.
  • General Experience in road projects [Design, Construction Supervision, Road Asset Management, Environmental Protection, and Road Safety]
  • Specific Experience in preparation of road safety and environmental protection manuals for the road sector, including assignments relevant to the development of guidelines and long term action plan for a safe and green road strategy; Preparation of Road Safety Audit and Traffic Signs Manuals, and carrying out Road Safety Audits.
  • Company establishment, number and diversity ofpermanent personnel related to the service
  • Knowledge and experience in the region (in Ethiopia and other Sub Sahara Countries)

The attention of interested Consultants is drawn to paragraph 1.9 of theWorld Bank's Guidelines:Selection and Employment of Consultants under IBRD Loans & IDA Credits & Grants by World Bank Borrowers, January 2011 (Revised July 2014) ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans & IDA Credits & Grants by World Bank Borrowers, January 2011 (Revised July 2014) ("Consultant Guidelines") through a Quality and Cost Based Selection (QCBS).

Expression of Interest must be delivered in three (3) hard copies or electronically to the address below on or before February 26, 2016 at 4:30 p.m. Please note that the number of pages of the Expression of Interest document shall not be more than 50 (fifty) pages.
