This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business on May 3, 2010.
The Federal Democratic Republic of Ethiopia has received a credit from International Development Association (IDA) towards the cost of Ethiopian Sustainable Tourism Development Project and it intends to apply part of the proceeds of the credit to payment under the contract for consultancy services.
The services include: Developing Tourism Policy Implementation Plan Package (Policy Implementation Framework, Marketing Strategy Design and Tourism Services Quality Management) and Preparing Destination Development Plan for the Southern and Eastern Routes
The main objective of the assignment is positioning tourist destinations in Ethiopia by formulating a workable National Tourism Policy implementation plan and marketing and branding strategies for national andselected target destinations of ESTDP interventions. These include providing directions for establishing tourist service and products quality standards and a quality assurance management system, and preparing destination development plans for emerging tourist destinations of Southern and Eastern routes.
After completing these tasks, Ethiopian tourism will be able to formulate measures to improve the country's position in the international tourism market by strengthening its capacity for implementing tourism policy, marketing and branding, standards and norms management and developing Southern and Eastern routes.
The scope of the assignment includes:
1.Development of a national tourism policy strategic implementation plan including implementation road map
2.Gap assessment of the standards and quality assurance management system for tourist services and products against potential best practice benchmark which involves:
a. Assessing the gaps in tourist service and products standards and quality assurance management system,
b. Developing recommendations that indicate the way forward.
3. Assessment of the existing tourist service and products standards and quality assurance management system and preparation of Implementation Plan and forward Recommendations
4.Assessment and preparation of destination development plans for emerging tourist destinations of Southern and Eastern routes whichn includes:
a. Assess, characterize and define the major destinations of "Southern Route" and "Eastern Route."
b. Prepare mid-term destination development plans for the identified routes
5.Competitive National and Destinations Marketing Strategies Design
- Assessment of the present tourism sector marketing practices currently in effect at the national and regional, and destination levels
- Development of the five-year competitive national and destinations marketing and branding strategies along with their respective implementation plans including action steps
The duration of the assignment will be 10 weeks starting from the date of signing of the contract agreement.
The Ministry of Culture and Tourism, ESTDP Project Co-ordination Unit(PCU) now invites eligible Consulting firms to indicate their interest in providing the service. Interested consulting firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consulting firms may associate to enhance their qualifications.
The consulting firm will be selected in accordance with the procedures set out in the World Banks Guidelines: Selection and employment of consultants by World Bank Borrowers which can be found at the followingaddress www.world bank.org/procedure.
The method of selection is Quality and Cost based selection.
