REQUEST FOR EXPRESSIONS OF INTEREST FOR HIRING CONSULTING FIRM

URBAN WATER SUPPLY AND SANITATION PROJECT

     Loan no. / Urban Water Supply and Sanitation Project (Original -Credit No4292-ET and Grant No 287-ET) and Additional Credit NO.5115-ET)

Assignment Title: - Consultancy Service for Non-Revenue Water Reduction and Pressure Management

Reference No. QCBS/MTWSS/IDA-06/2012

1.   The Federal Democratic Republic of Ethiopia has received additional financing from the World Bank towards the cost of urban water supply and sanitation project and intends to apply part of the proceeds for consulting services.

2.   The Consulting Services very briefly include Non Revenue Water Reductionand Pressure Management:-

  Creating efficient Operating and Maintenance system, reducing leakage and thereof attaining additional water that can be put to the public service

Monitoring leaking pipes and lines with the help of instruments; replacing and repairing old and leaking lines, and measuring water incoming into and consumed ( leaving ) the district areas or branches.

3.   Mekele City Water and Sewerage Service Office now invite eligible consulting firms to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform theservices. The short listing criteria are: Core Business and Years in Business, Qualifications in the field of the assignment, Technical andManagerial Organization of the firm and General Qualifications and number of key staff.

4.   The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines:Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers  January 2011 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.  In addition, please refer to the following specific information on conflict of interest related to this assignment:  Consultant Guidelines -paragraph 1.9. 

5.   Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhancetheir qualifications.

6.   A Consultant will be selected in accordance with the QCBS method set out in the Consultant Guidelines.
