Background
Ethiopia's biodiversity faces severe and ongoing threats from habitat loss, inadequate management of protected areas and buffer zones, illegal wildlife trade (IWT), and human- wildlife conflict (HWC). These interconnected challenges have resulted in declining wildlife populations, ecosystem degradation, and increased pressure on rural communities that depend on natural resources. Therefore, to overcome the problems, a seven years project "promoting integrated conservation of wildlife and landscapes for sustainable development of Ethiopia" was launched in collaboration with EBI, EWCA, GEF and UNDP. The project seeks to achieve the project's objective: To conserve Ethiopia's wildlife and ecosystems by strengthening protected areas, restoring degraded ecosystems, reducing illegal wildlife trafficking, and promoting sustainable landscape management for biodiversity and community resilience. As implementing institution, EBI is working with particular emphasis on Integrated Landscape management and livelihood diversification options and sustainable resource utilization in selected priority areas of PAs and their surroundings.
Accordingly, the objectives of this consultancy are to: 1) Conduct socioeconomic studies and market analysis to identify and prioritize potential agrobiodiversity products with high market value in the target areas, 2) Assess community's livelihood options and developing business plans by consulting with stakeholders. As a result, the consultant work will also focus on conducting field survey and inventory of Forest (NTFPs) and agrobiodiversity products, feasible business opportunities based on local resources and needs, and develop complete business plans. Thus, EBI seeks to recruit a National Consultant firm for its execution. The consultant service will be carried in to in two PAS: Consultant Lot 1: Around Mago NP and Omo NP, and Lot 2: Around Hallaydeghe Asebot NP and Babille Elephant Sanctuary separately with the same objectives. Thus, consultant should compete separately for each lot of two PAS.
Minimum Requirements of Qualification & Experience
The consultant in this assignment should be conversant on s socioeconomic studies, market analysis and assess livelihood options to identify and prioritize potential agrobiodiversity products and develop business plans for communities living in and around PAs. A Masters or higher-level degree in natural resource conservation, livelihood and socioeconomic related fields; a minimum of 3 years' relevant work experience undertaking and demonstrated experience in participatory socioeconomic and livelihood option assessments and business plan development and feasibility analysis; Experience in value chain analysis and market assessment; Familiarity with protected area contexts and human-wildlife conflict issues are minimum requirements.
1. Bidding will be conducted in accordance with the open bid tendering procedures contained in the National Competitive Bidding (NCB) as specified in the bidding documents.
2. The supplier must submit valid business licenses indicating the stream of business in which the supplier is engaged in and must be registered in the Public Procurement and Property Administration Agency's suppliers list.
3. Valid VAT Registration Certificate and Taxpayer registration.
4. Tax Clearance Certificate stating the bidder is eligible to participate in any public tender and valid at least at the deadline for submission of bids.
5. Bidders should deposit a non-refundable Five Hundred Birr (500.00 ETB) to the nearby Commercial Bank of Ethiopia (CBE) branch referring Ethiopian Biodiversity Institute on the Account Number 1000005069363, and should come with a bank deposit slip.
6. Bidders shall furnish bid security in the form of CPO or unconditional and irrevocable bank guarantee with an amount of Twenty-Five Thousand Birr only (ETB 25,000.00) in the name of Ethiopian Biodiversity Institute separately for each Lot you want to apply
7. Bids shall be valid for a period of sixty (60) plus 28 calendar days after tender opening. Ethiopian Biodiversity Institute has the right to request the Bidder to extend the validity period of the proposal for an additional day.
8. The sealed bid document must be submitted in separate envelopes i.e., Technical Proposal, Financial Offer, and Bid Security, and one outer envelope duly marking the inner envelopes as "ORIGINAL" and "COPIES" delivered to Ethiopian Biodiversity Institute.
9. All Bids must be delivered to the address below within 5 (Five calendar days) after the first day of this bid is announced in the newspaper at 10:00 AM. Late bids shall be rejected. Bids will be opened on the same date at 10:30 AM in the presence of the bidders' representatives who choose to attend in person at the address below. If this day is not a calendar day, the next calendar day is the day on which the bids should be closed and opened.
