Orbis is an international nonprofit humanitarian organization that works in developing countries to save sight worldwide. Orbis prevents and treats blindness through hands on training, public health education, improved access to quality eye care, and partnerships with local health care organizations to eliminate avoidable blindness. Orbis International Ethiopia is legally registered country office, carrying out the same mission in Ethiopia with focus on trachoma elimination, training, governance, and health system strengthening in urban and rural settings.
The Department of Ophthalmology at Addis Ababa University (AAUDO), based at Menelik II Hospital, is a leading tertiary referral. teaching, research, and clinical service institution in Ethiopia. The Department is committed to providing, promoting, and advancing patient-centered eye care within an academic environment that upholds excellence in teaching, research, and service delivery. A five- year strategic plan is required to define the Department's future direction: align priorities across education, clinical services, research, partnerships, and resource mobilization; and establish a practical framework for implementation, monitoring, and accountability.
To support this process, Orbis will provide technical and financial assistance by facilitating the recruitment of a qualified consulting firm and covering the related consultancy costs. Accordingly, Orbis International Ethiopia invites qualified and eligible consulting firms with proven experience in strategic plan development and a strong understanding of the Ethiopian healthcare system, including the eye health sector, to participate in this consultancy service tender.
The Terms of Reference (TOR) can be downloaded from Ethiojobs or collected from the Orbis International Ethiopia office from August 23 to September 3, 2026. Interested applicants are encouraged to obtain and review the TOR during this period and prepare their proposals accordingly. Bid proposals must be submitted to Orbis International Ethiopia in sealed envelopes, as specified in the TOR, and placed in the designated bid box on or before September 4, 2026, at 10:00 PM.
