REQUEST FOR CONSULTANCY SERVICE
Title: Consultancy service to develop a Carbon Strategy Document for Waterlife Construction PLC.
Background of the assignment: Waterlife Construction PLC is seeking the service of a qualified consultancy firm or team of experts to develop a comprehensive Carbon Strategy Document. Waterlife implements climate-smart water solutions, including safe drinking water systems, SMART Water Kiosks, rehabilitation of non-functional water schemes, water well drilling, solar-powered water supply, and related WASH services. These interventions can reduce greenhouse gas emissions by decreasing the need for households to boil unsafe water using charcoal, firewood, and other fuels, while creating opportunities for sustainable carbon finance. The Carbon Strategy Document will guide Waterlife in identifying, designing, registering, monitoring, and scaling carbon projects aligned with recognized carbon standards and Waterlife's long-term business and impact strategy.
Objective of the assignment:
Develop a practical and investment-ready Carbon Strategy Document for Waterlife Construction PLC that identifies viable carbon project opportunities, quantifies potential emission reductions, recommends appropriate carbon standards and methodologies, establishes an MRV framework, and provides a clear roadmap for carbon project development, registration, financing, implementation, and scaling.
Key Tasks:
§ Review Waterlife's current operations, technologies, service delivery model, geographic focus areas, data systems.partnerships, and carbon-relevant activities.
§ Assess carbon project opportunities within Waterlife's portfolio, including safe water supply, water kiosk operations,
§ rehabilitation of water schemes, solar-powered systems, manual and low-cost water well drilling, and other emission- reducing interventions.
§ Conduct baseline and emission-reduction analysis, including assumptions on household water treatment, fuel use for boiling water, safe water consumption, technology performance, leakage risks, and additionality.
§ Review applicable carbon standards, methodologies, and registration pathways, including Gold Standard, Verra/VCS, CDM legacy methodologies, and other relevant voluntary carbon market options.
§ Develop a Monitoring, Reporting and Verification (MRV) framework, including data collection tools, monitoring
§ indicators, roles and responsibilities, quality assurance procedures, and digital data management requirements.
§ Prepare a carbon finance and business model outlining expected revenue streams, implementation costs, verification costs, credit issuance timelines, benefit-sharing options, risks, and financing needs.
§ Identify key stakeholders and partnership requirements, including government institutions, water utilities, communities, project developers, validators/verifiers, technology providers, and carbon credit buyers.
§ Develop an implementation roadmap covering feasibility assessment, project design, registration, validation, verification, credit issuance, revenue management, and scaling.
§ Facilitate stakeholder consultation meetings or workshops to validate findings, gather input, and build shared ownership of Waterlife's carbon strategy.
§ Prepare a risk assessment covering technical, financial, regulatory, social, environmental, market, and verification risks, with recommended mitigation measures.
Deliverables:
§ Inception Report, including detailed methodology, work plan, data requirements, stakeholder engagement plan, and reporting schedule.
§ Carbon Opportunity Assessment Report, including eligible project types, baseline scenarios, preliminary emission- reduction potential, and methodology options.
§ Draft Carbon Strategy Document for Waterlife Construction PLC, including project pipeline, standards review, MRV framework. carbon finance model, implementation roadmap, and risk mitigation plan.
§ MRV tools and templates, including data collection forms. monitoring indicators, reporting formats, and quality assurance procedures suitable for field implementation.
§ Stakeholder consultation/workshop report summarizing feedback, validation findings, and recommended adjustments.
§ Final Carbon Strategy Document and PowerPoint presentation summarizing the strategy, key findings, investment needs. expected carbon benefits, and next steps.
Duration of the assignment: 1 Month
CONSULTANT QUALIFICATIONS
§ Advanced degree (MA/MSc/PhD) in Climate Change. Environmental Science, Carbon Finance, Environmental Engineering, Water Engineering, Development Studies, Economics, Business Administration, or a related field. A multidisciplinary team is preferred.
§ Minimum 5 years of proven experience in carbon project development, carbon strategy preparation, GHG accounting, climate finance, MRV systems, or voluntary carbon market project design.
§ Demonstrated knowledge of recognized carbon standards and methodologies, particularly Gold Standard, Verra/VCS, CDM methodologies, safe water carbon projects, renewable energy, and community-based emission-reduction projects.
§ Experience in Ethiopia or similar developing-country contexts, preferably with exposure to WASH, rural/peri-urban water supply. social enterprise models, or community-based service delivery.
§ Strong analytical capacity in baseline assessment, emission- reduction calculation, financial modeling, and carbon credit revenue forecasting, risk analysis, and feasibility assessment.
§ Ability to produce high-quality, practical, and investment-ready reports in English.
