መስሪያ ቤቱ ጨረታውን ሙሉ በሙሉ ወይም በከፊል የመሰረዝ መብቱ የተጠበቀ ይሆናል፡፡ በዋጋ ማቅረቢያው የሚወዳደር ማነኛውም ድርጅት ባህር ዳር የሆነ ወይም ህጋዊ ተወካይ ባህር ዳር ያለው መሆን ይጠበቅበታል፡፡ አሸናፊ የሚሆን ድርጅት አቅርቦቱን ባህር ዳር ዩኒቨርስቲ ህክምናናጤና ሳይንስ ኮሌጅ ድርስ የማቅረብ ግዴታ ይኖርበታል እንዲሁም በጨረታ የሚሳተፍ ማነኛውም ድርጅት ዩኒቨርስቲው ባዘጋጀው ስፔስፊኬሽ መሰረት ብቻ ማቅረብ የሚችል ነው፡፡
