INVITATION TO CONSULTANCY SERVICES

FOR THE PHASED APPROACH OF FINAL EVALUATION OF US STATE DEPARTMENT FUNDED –DERR BOASS PROJECT

Invitation Ref. No: VSF-G/ETH/2026/20/ US State Department project in Afar, Borena Somali and South Ethiopia Project. VSF Germany, is an International Non-Governmental Organization, invites interested firms or freelancers to provide consultancy Services for the phased approach final evaluation of the project entitled “Drought Emergency Response and Recovery project (DERR BOASS) in Afar, Somali, Oromia (Borena) and South Ethiopia” funded by US State Department with agreement No: 720BHA23GR00212 and implemented by VSF-Germany and VSF-Suisse in Afar, Oromia (Borena), Somali and South Ethiopia regions.   VSF Germany proposed Phased approached. Phase one in Somali region, which immediately proposed to conduct. Phase two Afar, Oromia (Borena zones) and South Ethiopia regions in April 2026.

1. The assignment: interested Firms or Freelancer are invited to participate in the Phased final evaluation of DERR BOASS Project funded by US state Department and implemented in Afar, Oromia (Borana) Somali and South Ethiopia Regions. Sub-contracting out of the assignment is strictly forbidden. Details of the assignments are provided in the Terms of References (ToR).

3. Eligible Firms/Freelancers are invited to take part in the bid for the consultancy services. Firms/freelancers having expertise or advanced degrees in the areas of Livelihoods, Agriculture, Water and Natural Resources, Water Resource Engineering, Food Security, Livestock Health and Production, Rural Development, Environmental, Public Health, Gender and development studies and Social Policy Development or other relevant qualifications from recognized Universities are highly encouraged to take part in the bidding for the assignment.
4. Potential Firms or Freelancer Bidders are expected to submit both technical and financial offers for the assignment in one document.
5. Work Experiences: firms or freelancers having 5 years and above work experiences in carrying out baseline, mid-term and final evaluation of former USAID/BHA and other bilateral Donors funded Projects or programs focusing on multi-sectoral complex emergency approaches (Agriculture, WASH and MPC). Working with similar assignments or experiences in the pastoral proposed tasked areas of the above regions with the required thematic areas are an added value.
6. Evidenced Relevance – Proven evaluation skill with ability to critically assess the full context and provide constructive feedback – At least 2-3 recent years referenced reports and contract agreement and other experience showing evidence of former USAID/BHA Midterm and final evaluation managed in the past consecutive 3 years.
7. Terms of Reference (ToR) for the assignment can be obtained from VSF Germany Country Office located in Addis Ababa, Yeka Sub city, Woreda 7, House No. 749, around Wuha Limat, behind Holiday Hotel, tel. +2516662451/0911164089 from September 2- 15, 2026 during working hours, 8:30am -12:30pm and 1:30pm – 5:00pm free of charge.
8. Submission date: Bidders must submit one original marked “original” and one copy signed in the same way as the original and marked “copy” for technical and financial proposal separately by stating the title with sealed envelope at or before 2:00 P.M. (afternoon) on Wednesday, September 16, 2026 to VSF Germany Country Office in Addis Ababa.
9. Bids will be opened in the presence of bidders and/or their official representatives who wish to attend, on Wednesday, September 16, 2026 at 3:30 PM (afternoon).
10. Failure to comply with any of the conditions indicated above will result in automatic rejection.
11. The organization reserves the right to accept or reject any or all bids.
