Section I. Re-invitation for Bids

Re: ANRS/BOA/PACT/NCB/G-1/2025

This bid was posted on the Addis Zemen newspaper on 18 of February 2025.Duc to some inconvenient circumstance the aforementioned bid is cancelled and re-advertised hereunder afresh.

1. 1. The Federal Democratic Republic of Ethiopia has received financing from the International Fund for Agricultural Development (IFAD the financing of which is being administered by IFAD and intends to apply a part of the proceeds of the financing to this purchase. The use of any IFAD financing shall be subject to IFAD's approval, pursuant to the terms and conditions of the financing agreement, as well as IFAD's rules, policies and procedures. IFAD and its officials, agents and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses and liability of any kind or nature brought by any party in connection with Participatory Agriculture and Climate Transformation Programmed (PACT)
   2. The Participatory Agriculture and Climate Transformation Programmed (PACT) aims to sustainably increase incomes, foot & nutrition security, build resiliencies to climate shocks to 33,333 rural households (Men, Women, Youth & PWDs) in selected kebleles during the expected duration project period of 7 years.
   3. This invitation for bids (IFB) follows the specific procurement notice that appeared in Addis Zemen newspaper on 03/01/2025, on the IFAD website and on the United Nations Development Business website (UNDB) on [insert date]. The purchaser now invites sealed bids from eligible entities (bidders) for the provision of Procurement of Agricultural Tools, Equipment and Inputs to be delivered at ANRS Bureau of Agriculture - Bahir-Dar and at various zones, not letter than three weeks for Lot-1, Lot-2, Lot-4, & Lot-5, but seven weeks for Lot-3 from the date of contract award. More details on these goods and related services are provided in the schedule of requirements in this bidding document.
   4. This IFB is open to all eligible bidders who wish to respond. Subject to restrictions noted in the bidding document, eligible entities may associate with other bidders to enhance their capacity to successfully carry out the procurement.
   5. The goods and related services, and the contract expected to be awarded, is on a lot-by-lot basis.
      1. For Lot-One; Agricultural tools & Equipment ETB 400,000.00
      2.  For Lot-Two; Nursery Items ETB 150,000.00
      3. For Lot-Three; Modern Beehive ETB 20,000.00
      4. For Lot - Four, Beekeeping Equipment ETB 8,000.00
      5. For Lot-Five; Seed ETB 10,000.00
   6. Bidding will be conducted using the motional competitive bidding (NCB) method, the evaluation procedure for which is described in this bidding document. in accordance with the IFAD Procurement Handbook which is provided at w.ifad,org/project-procurement. The NCB process, as described, will include a review and verification of qualifications and past performance, including; a reference check, prior to the contract award,
   7. Please note that a pre-bid conference will not be held as described in the bid data -sheet (BDS), Section III of the bidding document,
   8. Bidders interested in submitting a bid shall purchase the bidding document against payment of non-refundable fee of ETB 700.00 (Seven Hundred Birr only). Bidding documents can be obtained by sending an e-mail or letter, giving full contact details of the bidder, to the following, point of contact. This will ensure that the bidders receive updates regarding this bidding document.

1. Bids must be delivered to the address and in the manner specified in the bid data sheet-instructions to bidders 23.2, no later than 10:00 A.M, and 03/31/2025.
2. Bidders shall be aware that late bids will not be accepted under any circumstance and will be returned unopened at the written request and cost of the bidder. All bids must be accompanied by a bid security in the manner and amount specified in the bid data sheet.
3. Please note that electronic bids shall not be accepted.
4.  The procuring entity has the right to reject any bid partially or wholly at any time.
