- The Buldiglu Worada finance office 3R-4CACE Project invites eligible bidder with water well drilling license level-5 and above which have renewed trade license, vat registration certificate, certificate of competence, trade license registration, supplier registration certificate of the 2017 for Drilling, and Construction 18 shallow wells.
- The source of fund is 3R PROJECT, the payment for each lot will be requested separately by the bidder.
- The Buldiglu Woreda finance office 3R-4CACE Project now invites sealed bids from qualified eligible bidders for the construction of the following numbers of items as indicated in each lots.
Lot 1. Construction of eleven (11) Shallow Well (SW) water supply scheme at Jenferere, Atseleho and Bulpili kebeles under Benishangul Gumuz Region in Assosa Zone in Buldiglu woreda.
Lot 2. Construction of seven (7) Shallow Well (SW) water supply scheme at Faduni and Qedo kebeles under Benishangul Gumuz Region in Assosa Zone in Buldiglu woreda.
- An interested bidder can purchase a complete set of bidding documents in English from the day that the advertisement appears in the Ethiopian Herald newspaper at Benishangu Gumuz region water, and energy resource development Bureau, Assosa for 11 calenda days from the last advertisement date of this notice on the Ethiopian herald during norma working hours upon payment of a non-refundable fee of Ethiopian Birr 2000.00 (Twe Thousand Birr Only). The Method of payment will be in cash.
- The eligible bidders are expected to go through the bidding document and submit original and copies of their technical and financial proposals as well as bid security in separate wax sealed envelopes addressed to Benishangul Gumuz region buldiglu woreda finance office 3R-4CACE Project on or before 2:30 PM on or before 11 calendar days from the last advertisement date notice on the Ethiopian Herald and bids shall be opened at 3:00 PM at the Benishangul Gumuz Region water and Energy Buru, Assosa. Both technical and financial document will open and announced within 6 days at water and energy bureau Assosa. But after technical document evaluation is responsive the financial document will open at the same place (Benishangul Gumuz region water, and energy resource development Bureau meeting hall).
- Bidding will be conducted in accordance with the opening tender procedures contained in the Public Procurement Proclamation of the Government of the Federal Democratic Republic of Ethiopia and is open to all eligible bidders. Bids shall be valid for a period of sixty (60) days and Bid Security shall be Valid for 60 Days after Bid opening. All bids must be accompanied by a hid security, in an acceptable (CPO or bank guarantee) form amounting to 300,000 Birr (Three Hundred Thousand Birr Only) per lot and they shall be delivered to "The Benishangul Gumuz Regional State Buldiglu woreda finance office 3R-4CACE Project at Benishangul Gumuz region water, and energy resource development Bureau "on 2:30 PM on or before / 11th calendar days from the last advertisement date of this notice on the Ethiopian herald and the technical bids sha'l be opened at 3:00 PM at the same date & address in the presence of the bidders who wish to attend. Electronic bidding will not be permitted. Late bids will be rejected. If the 11th Calendar day is holyday, it will be on the next working day.
- The award will be decided on a lot by lot basis. Bidders can bid for only in one lot (this is for a bidder who have only one drilling rig machine). But, bidders who have two and more drilling rig machines can bid both lots at the same time and the bid document to be submitted in separate for each lot. Bidders who have only one drilling rig machine and participate in both lot shall be rejected.
- Bidders shall be use Bill of quantities (BOQ) for shallow wells as stated on the bid document/tender bid which the procuring body offer BOQs with in respect to the lot number where they to be participated. If not, it shall be rejected.
- Bidders should provide qualification requirements which include: (i) ownership (or existing lease agreement from official (Justice)) of a suitable drilling rig, (ii) completion of drilling and construction of at least one contracts of similar work in each of the last One year, (iii) annual turnover of 1.5 times the bid value in each of the last two years, (iv) liquid assets of at least 1/3 the contract value and (v) experienced drilling team. Additional details are provided in the Bidding Documents.
- The Benishangul Gumuz Regional State Buldiglu woreda finance office 3R-CACE Project reserve the right to reject all or part of the bid.
