Contract Title: Procurement of Tree seedling, Fodder Crop seed and Farm Tools.

The Federal Democratic Republic of Ethiopia has received financing from the Italian agency for development cooperation (AICS) toward the cost of water resource management program and intends to apply part of the proceeds toward payments under the contract for Procurement of various kinds of Tree seedling, Fodder Crop seed and Farm Tools.

1. The Ministry of Water and Energy now invites sealed bids for eligible bidders for Procurement of Lot one- Procurement of 47,575 pieces of different types of Tree Seedling and fodder crop seed: farm tools for Wabe-Shebelle basin tree planting program  Lot two- Procurement of 38,925 pieces of different types of Tree Seedling and fodder crop seed: farm tools for Awash basin tree planting program Procurement of various types of tree seedling, Fodder Crop and Farm Tools to Lot 1 deliver to Somali Region Fafen Woreda and Karamara site and Oromiya Region Babile woreda. Lot2; Awash basin, Afar region Yangudi and Amibara woreda Terena and Amibara site.
2. Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank's Guidelines: Procurement of Goods under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 edition, and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank's policy on conflict of interest.
3. Bidders are required to attach with their application, a copy of their renewed trade licenses, VAT certificate, Tax clearance TIN certificate, and (Registration in FPPA new supplier list for local bidders.
4. Interested eligible bidders may obtain further information from Ministry of Water and Energy, procurement and Contract Management Directorate, A/ Coordinator of Procurement Section Mr. Mehandis Melaku e-mail procurement@mowe.gov.et  during office hours 08:30AM to 11:00 PM at the address given below.
5. A complete set of bidding documents in English language will be available and can be downloaded from Ministry web page using the following link free of cost: https://www.mowe.gov.et/en/resourcetypes/procurement-files Bidders are required to register in person at the following address before downloading the document and submitting their bids.
6. Replies to clarifications requested by bidders will not be emailed directly to bidders. All responses to clarifications will be posted in the above link on the Ministry website and bidders are solely responsible for monitoring the website during the bidding process for all clarifications/amendments with respect to this IFB.
7. All bids shall be accompanied by a Bid Security of ETB 150,000.00 (One Hundred Fifty Thousand Birr) for the Lot one, and ETB 150,000.00 (One Hundred Fifty Thousand Birr) Bid security remain valid for 118 (One Hundred eighteen) days. For Bank Guarantee the bidder must use the bank guarantee form included in section IV (Bid Form) of the bidding Document.
8. Bids must be delivered to the address below on or before June 19, 2025, Time 2:00 p.m. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders' or representatives and anyone who chooses to attend at the address below on June 19, 2025, Time 2:30 p.m.
9. Bid shall be valid for a period of 90 days after the Bid Submission deadline.
10. Ministry of Water and Energy reserves the right to reject all or part of the bid.
