Deep Water Wells Drilling, Construction & Pumping Tests for Irrigation project

National Competitive Bidding (NCB)

1. Sidama National Regional State Irrigation Development Agency through the government of Ethiopian has received a budget from SDG toward the cost of the Irrigation project and it intends to apply part of funds to cover eligible payments under Drilling Deep wells for ground water based irrigation project.
2. The Sidama National Regional State, Irrigation Development Agency invites wax- sealed bids from interested eligible & qualified bidders for provision of: Test/ Production Wells Drilling, Construction and Pumping Test in Hawassa Zuria Woreda for Deep Groundwater Based Irrigation Project. Interested eligible Bidders are invited to participate in this Tender. The bidders shall provide Relevant Renewed Trade license. TIN, VAT, Current Tax Clearance, that enables the bidder to participate in bids and Suppliers Registration Certificates registered in Suppliers' list for which this Invitation for Bid is issued.

3. Bidding will be conducted through a National Competitive Bidding (NCB) procedure specified in the Guideline: Bids shall be valid for a period of sixty (60) days after Bid opening.
4. Bid must be accompanied by bid security of 250,000.00 /Two Hundred Fifty Thousand/Birr in the form of unconditional bank guarantee or CPO and shall remain valid for 90 (Ninety) days. Insurance bond is not acceptable and the bid currency in the name of Sidama National Regional State Irrigation Development Agency.
5. Bidders must obtain registration for Deep Well drilling category two and above with valid license for the current fiscal year.
6. Qualification requirement include:
   1. Ownership and/or existing lease of relevant equipment and machinery (Drilling Machine/Rig, one Service Car, Cargo Truck/Sino-truck, Submersible pump and Generator and other equipment and machineries as provided in the bidding document with other additional details etc.
   2. Specific experiences of at least one project in water works construction of similar size nature.
   3. Availability of relevant experience personnel as provided in the bidding document with other additional details.
7. The Bidding Documents may be purchased by interested bidders on the submission of a written application and copies of necessary renewed licenses with originals the Sidama National Regional State Irrigation and Development Agency, Roam-5 P/F/P/Ad/Directorate, Hawassa and the bidding document at the address given below during working hours (Morning from 8:30 up to 12:30am; afternoon from 1:30 up to 5:30pm) and upon payment of a non-refundable fee of Birr 500.00. (Birr Five Hundred) in Account number 1000351753700 Bidders are required to bring each original and three copies of their bid document for technical and financial offer in separate sealed envelope as indicated in the instruction to bidders stated in clause ITC 24 and Bid data sheet.
8. Bids must be delivered to the Sidama National Regional State Irrigation Development Agency Telephone number 046 221 7860, on 21st calendar day from the date of this announcement on national newspaper at or up 12:30 pm and Closing Hour: 12:30 pm (afternoon) and Opening hour: 2:30pm (After-noon). Bids will be opened in the presence of the bidder/ their representatives who choose to attend in person at 2:30 pm at the same date/21st day of announcement on the national newspaper/. If the day on weekend or Ethiopian holiday the bid will open next working day. Electronic bidding will not be permitted. Late bids will be rejected.
9. The Sidama National Regional State Irrigation and Development Agency reserves the right to reject all or part of the bid.
