Population Services International (PSI) Ethiopia is committed to improving the health of Ethiopians through innovative, market-based approaches. Within this commitment, PSI-Ethiopia is opening sustainable community-level PHC clinics across Ethiopia. The cost-share delivery model is anticipated to scale overtime beyond the currently planned five clinics in Addis Ababa and an additional three clinics in regions including Mekelle, Bishoftu, and Humera.
The Tihut Medium Clinics' model is a cornerstone of PSI's strategy to deliver high-quality, affordable integrated primary healthcare services across the NCD, MCH, SRH, FP, & comprehensive HIV services medical fields.
To achieve the highest standards of care and operational excellence, PSI Ethiopia is investing in a modern digital health solutions system that not only tracks electronic medical records (EMR), but also has built-in stock/supplies management, pharmacy inventory, and revenue tracking components. PSI has already undertaken a pricing survey for all anticipated services to be offered at these clinics, and the preferred vendor will have to design system with ready provisions to hardcode these services pricings.
Accordingly, PSI invites interested bidders to express their Expression of Interest for provision a digital health solutions system.
Eligibility | Prequalification Requirements
- Valid business license, registration certificate, VAT/ TIN certificates
- Experience on Relevant Service Provision
- Conformity of bidder's proposal to PSIE's technical requirements and specifications
- Acceptance to PSIE General and Specific terms and condition of purchase

Bid responses must be submitted in soft copy and must be officially received at PSI/Ethiopia office by or before October 23, 2025, 4:00 AM. Late bids shall be rejected.
