For Construction of Small-Scale Irrigation Scheme

The Ethiopian Catholic Church Social and Development Commission, Harar Branch Office (ECC- SDCBOH), has received a grant from the FPS SLAP Project to implement a Small-Scale Irrigation Construction at Lega Areba Kebele, Gumbi-Bordede Woreda, West Hararghe Zone, Oromia Regional State.

Accordingly, ECC-SDCBOH invites all eligible and qualified contractors to participate in an Open Bid for the construction of the proposed irrigation scheme under a labor-based contract arrangement.

1. Bidders who have Companies or organizations, whether for-profit or non-profit, must be legally able to conduct business in Ethiopia and can provide the mentioned service/work in Ethiopia upon award of the contract
2. Bidders who can fulfill obligations related to payment of government taxes and have valid registration certificate, Tax Registration, and other legal business permit/license that allows the supplier to work in Ethiopia generally.
3. Bidders who are not in situations of conflict of interest (e.g., with primary relationship to family or business relationship to parties at ECC-SDCBOH).
4. Bidders who are not on any list of sanctioned parties issued by the United States of America Government (USG), the United Nations (UN), or the European Union (EU)
5. Hold a valid and renewed Trade License, Trade Registration Certificate, and Small-Scale Enterprise License (WWC-5 or above) for the current fiscal year (2017/18 E.C.).
6. Have at least three years' experience in the construction of water supply works including small- scale irrigation projects.
7. Have no more than one active contract yet to be handed over to a client (including those with ECC SDCBOH).
8. The bidders can obtain the Bid Document from Dire Dawa ECC-SDCBOH office up on non- refundable fee 500(Five Hundred Birr only).
9. Bidders can collect Bid Document up on presentation of all above mentioned required legal certificates. All bidders documents should be collect and submit within seven days counted from announcement date and the bid will closed on the 7th day which count from announcement date at 3:30 AM local time and open on the same date at 4:00 AM local time at Dire Dawa ECC-SDCBOH office. On this day, the bidder's technical document will open and the financial document will be open for bidders who pass technical evaluation only. During bid opening, bidders or their legal representative should be attending and the bid will be open whether tenderers/representatives will present or not on stated date and time.
10. The bid shall furnish, as part of its tender, Submit CPO having 10,000(Ten Thousand Birr) in the name of ECC-SDCBOH in the form of bank guarantee or CPO only from banking institution, licensed to do business in Ethiopia and put in technical original document.
11. The bidders should submit one original technical & one original financial document and their copies of technical & financial documents sealed with wax and signed, after enclosed separately and kept in one post.
12. The office reserves the right to accept or reject any or all Bid and not obliged to give reason for any decision taken. Potential bidders can find the ECC-SDCBOH's official address mentioned here
