Title: Rehabilitation of four health facilities located in Tigray Region

Action for Social Development and Environmental Protection Organization (ASDEPO) is an Ethiopian non-governmental non-profit making humanitarian organization. Currently, ASDEPO is implementing a project called "Integrated Health and Nutrition Response to Crises Affected IDPs and Host Communities in Seven Woredas/towns of Eastern and Central Zones of Tigray Region"

In line with its mission, ASDEPO in partnership with its donors, wants to Rehabilitate 4(four) health centers located in Zalanbessa, Frewient, Chila and Adwa in Tigray Region by classifying with 2 lots.

Our approach is emphasizing local participation, an integration of services, strategic partnerships. In this way, we empower communities to find, design, and implement the solutions that work best for them.

Therefore, ASDEPO requested interested and eligible contractors to submit their company profile that contain at least below listed mandatory requirements and their financial offer for the above mentioned work as par the BOQ specified in a separate document.

The BOQ shall be taken from ASDEPO Adwa field Office for Lot 1 (Adwa and Chila Health Centers) and from ASDEPO Wukro field office for Lot (Zainmbesa and Frewelynl Health Centers),

The organization will strictly evaluate based on at least but not limited to the following evaluation criteria during selection of contractors.

1. Essential Criteria

• Valid Trade Registration Certificate, Valid Business License Tax Identification number (TIN) certificate, Value Added Tax Certificate, Tax Clearance

2. Capability Criteria

• Valid GC-7 License and above Grade 7.
• Firms experience as a primary contractor for the past four years, Proposed key personnel-meet GC-6 and BC 6 requirements.
• Cumulative volume of work for the past 3 years, is at least 3,000,000 ETB and above.
• Experience as a primary contractor for the past years especially in an emergency response projects and successfully accomplished it considered as advantageous.

3. Financial Criteria

• Financial proposal shall be offered based on the BOQs which Indicates validity period.
• Bid bond 5% of the financial offer shall be presented.

4. Additional requirement

The winning contractor will deliver all materials input for the rehabilitation work. And is expected to execute the work including provision of all required equipment's for the work. Bidders who know the local operation areas and context are preferable

How to apply:

Applicants should take necessary documents and/BOQs from ASDEPO Adwa field Office for Lot I (Adwa and Chila Health Centers) and from ASDEPO Wukro field office for Lot II (Zalnmbesa and Frewelynl Health Centers) during working hours (8:00am to 5:00pm). And submit their proposal that contain at least above-mentioned documents and 5% bid bond on or before Tuesdays, December 2, 2025, 10:00 am local time (morning) at ASDEPO Adwa field office for Lot I and at ASDEPO Wukro field office for Lot Il respectively. The proposal will be opened on Tuesday, December 2, 2025 at 10:30 am local time (morning) with the presence of bidders and/or their representatives who want to attend.
